چكيده فارسي :
امروزه شهرها به شكل سرسام آوري رشد ميكنند و خود را به عنوان سكونتگاه اول بشر مطرح نموده اند. عدم كارآيي طرح هاي جامع و تفصيلي موجب شد تا برنامه ريزي شهري به استقبال رويكردهاي ديگري از جمله برنامه ريزي سيستمي رود و راهبرد توسعه شهري (CDS) كه نشان از قابليت بسيار در جوابگويي به مشكلات شهرها داشت، به عرصه شهري وارد شود. هدف اين پژوهش، بررسي و تعيين وضعيت شهر كازرون از نظر شاخصهاي راهبرد توسعه شهري است. فرضيه اصلي پژوهش، اين است كه شهر كازرون به لحاظ شاخص هاي استراتژي هاي توسعه شهري در وضعيت مناسبي قرار ندارد. در اين مقاله، روش پژوهش، توصيفي- تحليلي و نوع تحقيق، كاربردي است. جامعه آماري مورد مطالعه در اين تحقيق، دو گروه شهروندان ساكن در شهر كازرون و مديران شهري مي باشد. تعداد حجم نمونه شهروندان با بهرهگيري از فرمول كوكران 300 نفر است. همچنين 45 نفر از مسوؤلان و مديران مرتبط با موضوع مديريت و برنامه ريزي در شهر كازرون انتخاب گرديد. شيوه ارزشگذاري سؤالهاي پرسشنامه مبتني بر روش طيف 5 گزينه اي ليكرت بوده و بر اين اساس رتبه هاي 1 تا 5 به پاسخ ها اختصاص داده شد. در اين پژوهش، تلاش شده است كه شهر كازرون، به لحاظ شاخص هايي نظير: قابليت زندگي، رقابتي بودن، بانكي بودن و نيز حكمروايي شهري مورد بررسي قرار گرفته و پس از شناسايي وضع موجود شهر، راهكارهايي جهت رسيدن به چشم انداز آتي توسعه شهري، پيشنهاد و ارائه گردد.

Introduction
Strategic is a planning process that led to the production of public and private productivity initiatives that seek cooperation and synergy for the development of the city. Program in Iran, which is provided in the form of comprehensive and detailed plans are put forward, such as more physical, static and traditional, and in the development of social, economic and management are not included, Programs meet the current needs of cities are not as inflexible in practice, long-term and in the end have little ability to execute, and achieve the goals envisaged in them is negligible. City kazeroon due to the expansion during recent decades as the city center kazeroon is now faced with problems that comprehensive plans have been unable to fix them. So, We have to solve the problems of the city kazeroon, by the urban development strategy or strategic planning using. Today cities grow up the staggering and have proposed themselves as the first mankind settlement. This process is related to recent centuries and especially after the industrial revolution that physical and urban development caused multiple problems. In response to these problems Several initiatives were implemented that maybe most important of them were Conductor and comprehensive plans, but for various reasons the project failed and Today in developed countries are completely obsolete. Comprehensive and detailed plan was causing inefficiency in the world until urban planning moved toward the other approaches like systematic planning will show the feature highly in response to the problems of urban planning to enter the field of urban development and urbanism. In a world that is rapidly increasing urbanization the role of cities as drivers of economic growth is more important. This matter in less-developed countries that are facing an unprecedented increase in the rate of urbanization, necessary to make informed decisions and implement new approaches to urban development planning is inevitable. City development strategy is a tool that can help cities to utilize urbanization opportunities and enable the city to create more opportunities by development of planning institutions. Thus, a strategic perspective on investment and growth in order to take advantage of opportunities for cities is crucial.
Methodology
In this paper the research method is descriptive- analytic and type of applied. In this study, we tried to evaluate city kazeroon in fars province by collecting information through questionnaires in indexes like that: Livability, Competitiveness, bankability and Urban governance and after Identify city existing conditions, Using SWOT analysis techniques viable solution strategies to achieve the vision of future urban development, and offered suggestions. Indicators were selected from world bank site. Then by distributing the questionnaires between statistical society we could earn enough data to analysis the indicators in kazeroon.
Results and Discussion
To evaluate indices City Development Strategy (CDS) in opioid-using T- TEST evaluated. The average of the indices of City Development Strategy (CDS) in the management of opioid 3.16, respectively. The high value of its P-value or significance level equal to (345/0), which shows that the variance of the uniform will be accepted. In fact, both groups of the study population in relation to all indices indices city development strategies in different Kazeroon. Conclusion
Plans CDS and strategic planning last stage of the evolution of urban planning at the time of our flexible approach and cooperative in trying to build consensus among citizens for the future prospects of urban development and strategies to achieve this vision savings. All individuals and groups living in the urban community will be involved in the final editing of such schemes. CDS in the process of providing a long-term vision for the future of the city, so that a short-term action plan to be drawn. CDS greater emphasis on strengthening economic competitiveness, but poverty reduction, urban structure, organization and environmental aspects are also covered. A product development strategy is designed in such a way that in the course of and in situations where competitive position in the city changed, is changing and the identity and role performance in a form of organizing space and physical development requires and expects that the success of the infrastructure to fulfill this role and identity. Strategy in the process of CDS, the concept of setting goals and various measures that could bring the city to its ultimate goal. Strategic planning is the process of making participatory decision-making resources available for use of the opportunities and threats facing the town to-one basis. Strategic planning means to make "informed decisions" to bring about a "shift" is. Volunteer groups of people as well as civil society has failed in opioid problems and challenges that affect all the people of the city to reach consensus and collaboration. While participation, catalyst development, social and environmental crises, natural disasters and lessen the severity of the damage.
