Strategies for Iranian Fisheries Economics

شيلات يكي از مهم‌ترين زيربخش‌هاي اقتصادي در تأمين امنيت غذايي، تجارت، اشتغال‌زايي، كارآفريني و محروميت‌زدايي در جهان است. اقتصاد شيلاتي در كنار ساير فعاليت هاي تجاري رايج در درياها و مناطق ساحلي، نقش اساسي در توسعه اقتصادي و اجتماعي اين مناطق و آب هاي داخلي داشته و هميشه در اولويت اول توسعه اين مناطق بوده است. شناخت كافي از اقتصاد شيلات و آموزش و ترويج ان نقش اساسي در سلامت جامعه و توانمندسازي صادرات كشور خواهد داشت. سرمايه گذاري در اين زير بخش با رشد حدود 4 درصد از حدود 110 ميليارد ريال به 3030 ميليارد ريال در 25 سال گذشته منتهي به سال 1395 رسيده است. بهره برداري توليدات شيلاتي نيز با يك ميليون و يكصد هزار تن و اشتغالي بالغ بر 223 هزار نفر بطور مستقيم در اين دوره هر دو با رشد حدود 5 درصد، امروزه بالغ بر 400 ميليون دلار ارز اوري را به ارمغان اورده اند. صيد مسئولانه از دريا و آبزي‌پروري پايدار در نوار ساحلي كشور متضمن استفاده از ظرفيت هاي بيشتر و تقويت اقتصاد شيلات در ايران است. با راهبردهاي اين مقاله مي‌توان نگاه ويژه اي به برنامه هاي توسعه دريايي در قالب برنامه هاي مديريت يكپارچه مناطق ساحلي و استفاده از توان تجديدپذيري و ارزش ميراثي شيلات داشت.

Fisheries are one of the most important economic sub-sectors in providing food security, trade, jobs, entrepreneurship and deprivation in the world. Fisheries economy, along with other commercial activities in the seas and coastal regions, play a major role in the economic and social development of these areas and inland waters and have always been the first priority in the development of these areas. Sufficient knowledge of the fisheries economy and its training and promotion will play an essential role in the health of the society and empowerment of the country's exports. Investments in this sub-sector have grown by about 4 percent from around 110 billion Rials to 3030 billion Rials in the last 25 years since 1991. The exploitation of fishery products with over one million and 100 thousand tons and direct employment of over 223 thousand people, both growing by about 5 per cent, today, it has brought approximately more than 400 million dollars. Responsible fishing of the sea and sustainable aquaculture in the coastal lines of the country assure utilizing more capacities and strengthening the fisheries economy in Iran. Regarding the strategies of this article, we can look specifically at marine development programs in the form of Integrated Coastal Zone Management programs and the use of renewable power and heritage value of fisheries.
