شاخص‌هاي كارآمدي دولت در منظومه‌ي فكري رهبران انقلاب اسلامي

Indicators of Government Efficiency in the Thought of Islamic Revolution Leaders

هدف پژوهش حاضر، بررسي شاخص ­هاي كارآمدي دولت اسلامي در منظومه‌ي فكري رهبران انقلاب اسلامي ايران و ارائه‌ي الگوي كاربردي است. مبناي نظري پژوهش، بيانات امام خميني و مقام معظم رهبري است و از روش داده‌بنياد (از نوع كيفي-كمّي) استفاده شده است. براي پردازش داده‌هاي پژوهش، نرم­افزار "مكس كيودا" را به‌كار گرفته‌ايم. شاخص ­هاي كارآمدي دولت اسلامي به‌دست‌آمده نشان مي‌دهند كه خرد، مايه‌ي شكل‌گيري كارآمدي دولت اسلامي است و بر پايه‌ي ساختار و نحوه‌ي تعامل و كنش مسئولان در جهت حل مشكلات نظام و مردم استوار است و نيل نظام سياسي به اهداف‌ تعيين‌شده را دنبال مي‌كند. "توجه به اهميت و ضرورت شكل­ گيري دولت براي اجراي قانون اسلامي در جامعه"، "توجه به منشاء آن يعني مشروعيت الهي و مقبوليت مردمي" و "رعايت ساختار و اصول و فرآيندها" از شاخص ­هاي كارآمدي دولت در بعد اقتصادي، سياسي، فرهنگي و اجتماعي است. مضاف‌بر اين موارد، رعايت ويژگي­هاي اخلاقي و مديريتي مسئولان و رفع يا مقابله با موانع كارآمدي دولت نيز به افزايش كارآمدي دولت اسلامي مي‌انجامد. از مهم‌ترين آثار كارآمدي دولت مي‌توان به تحقق اهداف والاي اسلامي و برقراري عدالت و پيشرفت همه‌جانبه‌ي كشور اشاره كرد.

The purpose of the present study is to investigate the efficiency indicators of Islamic State in the intellectual system of the leaders of the Islamic Revolution of Iran and to present an applied model. The theoretical basis of the research is the statements of Imam Khomeini and Supreme Leader and the data base method (qualitative-quantitative) is used. To process the research data, we used the Max Keyuda software. The performance indicators obtained by the Islamic State show that wisdom is instrumental in shaping the effectiveness of the Islamic State and is based on the structure and mode of interaction and action of the authorities to solve the problems of the system and the people, and pursues the political system to achieve its stated goals. "Considering the Importance and Necessity of State Formation for the Implementation of Islamic Law in Society", "Paying Attention to Its Origin, Divine Legitimacy and Popular Acceptance" and "Observing the Structure and Principles and Processes" of the Indicators of Government Efficiency in the Economic, Political Dimension , Cultural and social. In addition, observing the ethical and managerial characteristics of the authorities and removing or confronting the barriers to government efficiency also increase the effectiveness of the Islamic State. One of the most important effects of the government's efficiency can be the achievement of the highest Islamic goals and the establishment of justice and comprehensive development of the country.
