تحليل عوامل مؤثر بر ارتقاء سطوح تقسيمات كشوري (نمونه موردي: شهرهاي استان چهار محال و بختياري)

Analysis of the factors influencing the promotion of the levels of national divisions (Case study: Chaharmahal and Bakhtiari provinces)

تقسيمات كشوري به فرايند تقسيم كشور به واحدهاي كوچك تر، به منظور تسهيل در امر اداره ي آن، توزيع امكانات و خدمات عمومي، كنترول بر فضاي سرزمين و تسهيل در زمينه ي اعمال حاكميت دولت اطلاق مي شود. به عبارت ديگر هر حكومتي براي اداره ي قلمرو سرزميني خود و بهره برداري بيشتر ازآن، شكوفاسازي استعدادها و توانايي هاي مناطق، ايجاد شرايط مساعد براي بهبود اوضاع اقتصادي، اجتماعي، سياسي و... كشور و تأمين امنيت در كشور ناگزير است كه كشور را به واحدهاي كوچك تر تقسيم كند. بر اين مبنا، پژوهش حاضر از نظر هدف كاربردي و از نظر شيوه اجرا، پيمايشي است. روش گرداوري اطلاعات در اين تحقيق روش كتابخانه اي اينترنتي و ميداني است و از لحاظ چگونگي پردازش و تفسير يافته ها و متناسب با راهبرد كيفي، از روش پيمايش «توصيفي- تحليلي» بهره گرفته شده است. بر اين اساس پژوهش حاضر به دنبال پاسخگويي به اين پرسش است كه عوامل مؤثر بر ارتقاء سطوح تقسيمات كشوري در شهرهاي استان چهارمحال و بختياري كدامند؟ نتايج نشان از آن دارد، در استان چهارمحال و بختياري عواملي نظير محروميت و توسعه نيافته بودن منطقه، موقعيت جغرافيايي و وضعيت طبيعي استان، دور افتادگي و دسترسي نامناسب روستاييان به مراكز خدماتي و... در تقسيمات كشوري نقش مؤثر داشته‌اند.

Country divisions are referred to as the process of dividing the country into smaller units, in order to facilitate its administration, distribution of facilities and public services, control over land space and facilitate the exercise of state sovereignty. In other words, every government has the inevitability of managing its territorial territory and exploiting it, boosting the talents and capabilities of the regions, creating favorable conditions for improving the economic, social, political and ... state and security of the country. Divide into smaller units. Based on this, the present study is applied in terms of its purpose and is a survey in terms of its implementation. The information gathering method in this research is a web-based and field-based library method, and a descriptive-analytical survey method has been used in terms of how the results are processed and interpreted and in accordance with the qualitative strategy. Accordingly, the present study seeks to answer the following questions: What are the factors affecting the promotion of levels of country divisions in the cities of Chaharmahal and Bakhtiari? The results indicate that in Chaharmahal and Bakhtiari province, factors such as deprivation and underdevelopment of the region, geographical location and natural status of the province, remoteness and poor access of villagers to service centers and ... have played a role in national divisions
