مسكن اجتماعي و عوامل مؤثر بر آن در تأمين مسكن گروه‌هاي كم درآمد (نمونه موردي: اسلامشهر)

Evaluation of social housing and the effective factors in housing provision for low income classes(a case study :Eslamshahr)

در دهه هاي اخير بدنبال تغييرات عمده سياسي، اقتصادي و اجتماعي، شهرها گسترش يافته و پيامدهايي همچون كمبود مسكن و زمين مناسب توسعه شهري بروز نموده است. از اينرو توجه دولت همواره به پروژه هاي مسكن بوده است. يكي از اين پروژه ها؛ مسكن اجتماعي است كه توسط دولت براي اقشار كم درآمد طراحي شده بود. بنابراين هدف پژوهش حاضر بررسي وضعيت مسكن اجتماعي در شهرستان اسلامشهر و عوامل مؤثر بر آن مي باشد. جامعه آماري اين تحقيق سرپرستان خانوارهاي واحدهاي مسكوني اجتماعي شهرستان اسلامشهر (2258نفر) مي باشد كه با استفاده از فرمول كوكران نمونه اي به حجم 330نفر از بين آنها به روش نمونه گيري تصادفي انتخاب گرديده و با ابزار پرسشنامه مورد مطالعه قرار گرفته اند. ضريب آلفاي كرونباخ به منظور تشخيص پايايي پرسشنامه ها محاسبه گرديده است كه در اين پژوهش بيش از 0/78درصد مي باشد كه حاكي از مناسب بودن ابزار پژوهش بوده است. نتايج حاصل از تجزيه و تحليل هاي آماري نشان مي دهد كه مساكن اجتماعي شهرستان اسلامشهر در هر چهار شاخص ويژگيهاي ساخت داخلي، امنيت، شرايط زيست محيطي و دسترسي به خدمات شهري شرايط مطلوبي ندارند. نهايتاً با استفاده از مدل سازي معادلات ساختاري مشخص گرديد كه شاخص خدمات شهري با بار عاملي 0/81 بيشترين اهميت را در مساكن اجتماعي داشته است

In recent years, following the main political, economical and social changes, cities and towns have expanded which resulted in lack of sufficient housing and proper lands for urban development. Therefore, governments have always been focusing on housing projects. One of these projects is the social housing designed by governments for the low-income classes. For this purpose, the present research study was carried out with the aim of studying the social housing situation in Eslamshahr and the effective factors, by means of a questionnaire, one-sample t-test and structural equation modeling. The findings demonstrate that the social housing policy couldn’t solve the housing problem of the low-income classes in Eslamshahr and the satisfaction level of the people with the social housing is low. Findings of the study show that social houses in Eslamshahr aren’t in favored conditions. These houses are not well-conditioned in terms of the four criteria of interior construction, safety, environmental situation, and access to municipal services. However, by accurate categorization of the low-income classes, allocation of sufficient and necessary funds, careful studies to choose a place to build the houses, proper design of interior space of the houses, improvement of service providing, and taking environmental factors into consideration, we can take a big step to improve and remove the housing problem of low-income classes in Eslamshahr
