گردشگري پديده اي است كه داراي ابعاد و انواع مختلف است و مي توان گفت كه كل سيستم سياسي و فرهنگي و اجتماعي و اقتصادي يك كشور را درگير و همراه مي‌كند. با توجه به اين مسئله است كه نگرش سيستمي نسبت به امنيت و توسعه پايدار گردشگري اهميت فزاينده اي مي يابد. هدف اين مقاله بررسي ضرورت برنامه ريزي و نگرش سيستمي حاكميت نسبت به امنيت و توسعه پايدار گردشگري در كلان‌شهرهاي ايران با تأكيد بر كلان‌شهر تهران است. سؤال اصلي مقاله اين است كه دلايل ضرورت برنامه‌ريزي و نگرش سسيستمي حاكميت نسبت به امنيت و توسعه پايدار گردشگري در كلان‌شهرهاي ايران چيست؟ فرضيه اي را كه براي پاسخگويي به اين سؤال اصلي در صدد بررسي و تحليل آن هستيم اين است كه نگاه حاكميتي نسبت به پديده ها اصولاً بايستي سيستمي باشد و گردشگري علاوه بر اين ضرورت داراي ضرورتي دروني نيز است كه از ذات اين پديده ناشي مي‌شود. روش اين مقاله توصيفي تحليلي است كه در آن سعي خواهد شد با استفاده از منابع كتابخانه اي و نيز مقالات علمي و پژوهشي به تحليل و تبيين موضوع پرداخته شود. نتايج اين مقاله نيز نشان مي دهد كه گردشگري و توسعه پايدار در ايران نيازمند مديريت و برنامه ريزي به ويژه در زمينه ارتقاي امنيت هستند و اين دو در گروه داشتن نگرش سيستمي از سوي حاكميت است. شواهد كلان‌شهرهاي ايران و به ويژه شهر تهران گوياي جدايي و جزيره گونگي حوزه هاي امنيت و توسعه پايدار گردشگري و نگرش غير سيستمي در اين حوزه هاست.

Tourism is a phenomenon that has different dimensions and types and the entire political, cultural, social and economic system of a country is involved. Given that a systemic attitude towards the security and sustainable development of tourism is becoming increasingly important. The purpose of this article is to examine the necessity of planning and systemic attitude of the government towards the security and sustainable development of tourism in metropolises of Iran with an emphasis on the metropolis of Tehran. The main question of the article is that the reasons for the planning and attitude of the system of governance regarding the security and sustainable development of tourism in the metropolis of the Iranian cities? The hypothesis we are trying to investigate and analyze is to answer this question the sovereignty of phenomena should, in principle, be a system and tourism, in addition to necessity, also has an inner necessity which is due to the nature of this phenomenon. This article is an analytical descriptive where will try using library resources as well as scientific and research papers to analyze and explain the subject. The results of this article also show that tourism and sustainable development in Iran require management and planning, especially in the field of security promotion and the two in the group have a systemic attitude from the government. Metropolitan evidence of Iranian cities, and in particular Tehran, suggests the separation and insularity of the areas of security and sustainable development of tourism.
