چكيده فارسي :
دستيابي به توسعه پايدار شهري به منظور بهره-برداري مناسب از منابع و ايجاد رابطه متعادل و متوازن ميان انسان، اجتماع و طبيعت، هدف آرماني برنامه‌ريزان و مديران توسعه شهري مي‌باشد. اين پژوهش با هدف كاركرد بهينه شهري الشتر و توسعه پايدار با تاكيد بر ارتقاء شاخص‌هاي انساني است، اين پژوهش از نظر هدف كاربردي و از نظر روش تحقيق توصيفي-تحليلي و مبتني بر مطالعات كتابخانه‌اي و بررسي‌هاي ميداني است. شاخص‌هاي منتخب در دو مرحله از طريق مطالعه سوابق (طرح‌هاي تحقيقاتي، آمارنامه‌ها، كتب) و بهره‌گيري از آراء خبرگان (بهره‌گيري از تكنيك دلفي و استخراج نظر نظريه‌پردازان دانشگاهي و مديران سازمان‌هاي مرتبط) گردآوري شده است با استفاده از روش دلفي ادغام گرديدند. پس از استخراج شاخص‌ها با استفاده از دو مدل TOPSIS و AHP- FUSSY وزن‌بخشي و تجزيه و تحليل شدند، در انتها به وسيله نرم افزار GIS و استفاده از تحليل semivariogram درون‌يابي گرديدند؛ نتايج تحقيق نشان مي‌دهد؛ كه شهر الشتر با داشتن توانايي نسبي در زمينه كشاورزي در توسعه منطقه‌اي خود مي‌تواند نقش موثري را ايفا نمايد همچنين نتايج بخشي براي بررسي وضعيت مناطق شهري الشتر از نظر دسترسي به شاخص‌هاي توسعه پايدار نشان مي‌دهدكه در بين گزينه‌هاي تحقيق ارزش وزني شاخص‌هاي توسعه پايدار نشان مي‌دهد: منطقه 3 با ارزش وزني 0/627 بالاترين رتبه را دارد، بعد از آن به ترتيب مناطق 2، 4 و 1 به ترتيب با ارزش وزني 0/602، 0/578 و 0/541 اولويت‌هاي بعدي را به خود اختصاص داده‌اند

Sustainable development is a state of equilibrium between different aspects of development that
aims to improve the quality of human life. Achieving sustainable urban development in order to make the best
use of resources and create a balanced and balanced relationship between human, community and nature is the
ideal goal of urban development planners and managers. The main purpose of this research is to optimize the
function of Alshar urban development and sustainable economic development with emphasis on the promotion
of human characteristics. This research is an applied and descriptive-analytical research method based on
library studies and field studies. Selected indices in two stages through the study of records (research projects,
statistics, books) and the use of expert opinions (utilizing Delphi technique and extracting the opinion of
academic theorists and managers of related organizations). ) Have been merged using the Delphi method. After
extracting the indices, they were weighted and analyzed using TOPSIS and AHP-FUSSY models. Finally, they
were interpolated using GIS software and semivariogram analysis; the results show that With its relative ability
in agriculture, Alster can play an effective role in the development of its regions. Also, partial results to
examine the status of Alster cities in terms of access to sustainable development indicators show that among
the options available The weighted value of the Sustainability Indicators study shows that Area 3 has the
highest value with a weighted value of 0.627, followed by Regions 2, 4 and 1, respectively. The weighting
values 602/0, 578/0 and 541/0 allocated to special accident forms.The next priority.
