تحليل جغرافيايي- حقوقي تروريسم در غرب و جهان اسلام بر اساس آموزه‌هاي اسلامي و قواعد حقوق بين ‌الملل

تروريسم تفسيري تنگ نظرانه و محدود از قواعد و اصول در قلمرويي جغرافيايي به نفع گروهي خاص و بر عليه ديگران است. تروريسم در خلاء اتفاق نمي‌افتد بلكه فضامند بوده و در معناي كلاسيك در يك واحد جغرافيايي محلي ملي و يا منطقه‌اي دست به وحشت‌آفريني مي‌زند. پديده تروريسم و گستره و جغرافياي آن هم در جهان اسلام و هم در غرب تاريخچه و پيشينه طولاني‌اي دارد. از طرف ديگر منابع حقوق اسلامي و قواعد حقوق بين‌الملل نيز هر كدام با ادبيات متفاوت به پديده تروريسم نگريسته‌اند. سؤال اصلي مقاله حاضر اين است كه قلمرو جغرافيايي تروريسم در جهان اسلام و غرب در چه مناطق و كشورهايي بوده و اين كه آموزه‌هاي اسلامي و قواعد حقوق بين‌الملل اين پديده را چگونه تفسير كرده‌اند؟ روش تحقيق مقاله توصيفي تحليلي است كه در آن سعي خواهد شد با استفاده از مقالات علمي و پژوهشي و نيز منابع كتابخانه‌اي به تحليل و تبيين موضوع پژوهش پرداخته شود. نتايج مقاله نشان مي‌دهد كه پديده تروريسم بر خلاف ادعاي رسانه‌هاي غربي هم در غرب و هم در جهان اسلام به كم و بيش فراواني داشته و آموزه‌هاي اسلام و حقوق بين‌الملل نيز هر چند با ادبيات متفاوت اين پديده را محكوم و مجازات‌هايي را براي عاملان در نظر گرفته‌اند؛ بنابراين تروريسم محصول فرهنگ و جغرافيايي خاص نيست و اين كه فتنه‌ها و سوء استفاده عوامل خارجي بيشتر از انگيزه‌هاي داخلي در خيزش آن نقش داشته است.

Terrorism is a narrow-minded, narrow interpretation of religious and legal rules in a geographical area, it is for the benefit of a particular group and against others. Terrorism does not happen in a vacuum rather, it is space-based, and in the classical sense it terrorizes in a local, national or regional geographical unit. The phenomenon of terrorism and its extent and geography have a long history and history both in the Muslim world and in the West. On the other hand, Islamic law sources and international law rulesEach has looked at the phenomenon of terrorism with different literatures. The purpose of this article is the geo-legal analysis of terrorism in the West and in the Islamic world according to Islamic teachings and the rules of international law. The main question of this article is thatIn what areas and countries was the geographical scope of terrorism in the Islamic world and the West? an‎d how have these Islamic teachings and the rules of international law interpreted this phenomenon? The research method is descriptive-analytical will try using scientific and research articles as well as library resources analyze and explain the research topic. The results of the paper show that the phenomenon of terrorism, contrary to the claims of the Western media, both in the West and in the Muslim world was equally abundant and the teachings of Islam and international law however, with different literature they have condemned this phenomenon and considered the perpetrators punishable.
