رويكرد استراتژيك و تعاملي در برنامه تحول و نوآوري در آموزش پزشكي: همگامي با الزامات برنامه ريزي در هزاره سوم

زمينه و هدف: بر نامه ريزي استراتژيك و تعاملي با درك صحيح از تحولات ﻣﺤﯿطي و ارزﯾﺎﺑﯽ واﻗﻊ ﮔﺮاﯾﺎﻧﻪ از ﺗﻮاﻧﻤﻨﺪي ﻫﺎي داﺧﻠﯽ، به دانشگاه هاي علوم پزشكي در نيل به اهداف كمك مي نمايد. اين پژوهش به منظور بررسي برنامه تحول و نوآوري از منظر برنامه ريزي استراتژيك و تعاملي انجام شد. مواد و روش ها: اين پژوهش اسنادي با جستجو در پايگاه هاي معتبر اينترنتي، سايت معاونت آموزشي وزارت بهداشت وبررسي جديد ترين مقالات و اسناد مرتبط با تحولات آموزش عالي و آموزش پزشكي و برنامه ريزي دانشگاهي در قرن بيست و يكم، برنامه تحول و نوآوري و برنامه استراتژيك و تعاملي در دانشگاه ها درنيمه اول سال 1398 انجام شد. نتايج: از آنجايي كه رويدادﻫاي ﻏﯿر ﻗابل پيش بيني در محيط هاي پيچيده ﻫمچون دانشگاه هاي علوم پزشكي به ﻃور مداوم در حال رخ دادن مي باﺷد، به نظر مي رسد، برنامه ريزي سازگار ﺷونده با ﻫويت دانشگاه ﻫا، برنامه ريزي استراتژيك بر آمده از مباني تفكر و بصيرت استراتژيك با به كارگيري مباني و اﺻول گرايش برنامه ريزي تعامليﺷامل مشاركت، مداومت، ﻫماهنگي و كل نگري باﺷد. در چنين شرايطي نظام سلامت جمهوري اسلامي ايران بر مبناي اسناد بالادستي و با رويكردي استراتژيك و تعاملي، برنامه تحول و نوآوري در آموزش علوم پزشكي مشتمل بر 11بسته تحولي و يك برنامه پايش بسته ها را با با نگاه به سياست‌هاي كلي نظام سلامت و سياست‌هاي كلي بخش آموزش عالي ابلاغي مقام معظم رهبري، توجه به كسب مرجعيت علمي در منطقه و با نگاه آينده‌نگارانه و نوآورانه طراحي و اجرايي نموده است. نتيجه گيري: نظام آموزش سلامت كشور در همگامي با الزامات دانشگاه هاي هزاره سوم، تدوين و اجراي برنامه تحول و نوآوري در آموزش پزشكي را با رويكرد استراتژيك و تعاملي مورد تاكيد قرار داده است.

Background:Strategic and interactive plan help the universities to achieve their goals by understanding the environmental changes and realistic assessment of their internal capabilities. The aim of this study was to examine the program of development and innovation in medical education from the perspective of strategic and interactive planning. Materials and Methods: This documentary research was carried out by searching in the databases and the websiteof the Ministry of Health's Deputy Directorate for Education and a review of the articles and documents related to Developments in higher education and medical education and university planning in the 21st century, the Program of development and Innovation and the Strategic and Interactive Program. Results:Since unpredictable events are occurring continuously in University of Medical Sciences, it seems that adaptive planning with the identity of universities, is the strategic planning based on the principles of strategic thinking and insight,using the principles of interaction planning Including participation, continuity, coherence and Holistic view. Under these circumstances, the health system of the Islamic Republic of Iran, based on upstream documents and with a strategic and interactive approach,has designed and implemented the program of development and innovation of medical education including 11 development packages and a package monitoring plan with a strategic approach, looking at general health policies and policies of The General Department of Higher Education announced the Supreme Leader's attention to the acquisition of scientific authority and with a perspective and innovative look. Conclusion: health education system, in line with the requirements of the Third Millennium Universities, has emphasized development and implementation of a program for reform and innovation of medical education with a strategic and interactive approach.
