تبيين عوامل مرتبط با ميزان اجراي خط‌مشي‌هاي پزشكي قانوني كشور مبتني بر نظام ارزشي اسلامي و ارايه مدل مطلوب

Explaining Factors Related to the Implementation of Forensic Medicine Organization Policies Based on the Islamic Value System with Presenting a Desirable Model

اهداف: سازمان پزشكي قانوني نقش موثري در اقامه حدود الهي دارد. در مسير اجراي كامل خط‌مشي، عوامل و شاخص‌هاي متعددي وجود دارند. شناسايي اين عوامل، به‌منظور كارآمدنمودن اجراي خط‌مشي، اهميت ويژه‌اي دارد. هدف اين پژوهش، ارايه مدل عوامل مرتبط با ميزان اجراي خط‌مشي‌هاي پزشكي قانوني كشور مبتني بر نظام ارزشي اسلامي بود. مواد و روش‌ها: پژوهش حاضر توصيفي و از نوع همبستگي است كه به روش پيمايشي انجام شد. جامعه آماري پژوهش، 225 نفر از كارشناسان پزشك و غيرپزشك استان‌هاي اردبيل، چهارمحال و بختياري، تهران، ايلام و خراسان جنوبي بودند كه به روش نمونه‌گيري خوشه‌اي انتخاب شدند. ابزار پژوهش، پرسش‌نامه عوامل مرتبط با اجراي خط‌مشي، اجراي خط‌مشي و نظام ارزشي اسلامي بود. تحليل داده‌ها با استفاده از آزمون‌هاي آماري T تك‌نمونه‌اي، تحليل عاملي تاييدي و معادلات ساختاري صورت گرفت. يافته‌ها: بين عوامل مرتبط با ميزان اجراي خط‌مشي سازمان پزشكي قانوني رابطه معني‌دار از نوع افزايشي (مستقيم) وجود داشت. مولفه‌هاي عوامل مرتبط با اجراي خط‌مشي‌ها رتبه يكساني نداشتند؛ ابعاد هدف‌گذاري روشن و تدوين صحيح خط‌مشي، حمايت از سوي مراجع قانوني و حقوقي، ويژگي‌هاي رفتاري و شخصيتي مجريان، تخصص و مهارت مجريان، گروه‌هاي هدف و استفاده‌كنندگان و نظام اداري و بوروكراسي كارآمد در سطح بيش از رضايت‌بخش و بُعد انتخاب ابزار مناسب و منابع لازم در سطح رضايت‌بخش قرار گرفتند. نتيجه‌گيري: مدل عوامل مرتبط با ميزان اجراي خط‌مشي‌هاي پزشكي قانوني كشور مبتني بر نظام ارزشي اسلامي ازبرازش خوبي برخوردار است

Aims: Forensic Medicine Organization has an effective role in establishing the divine limits. There are several factors and indicators in the full implementation of the policy. Identifying these factors is especially important for implementation of the policy efficient. The aim of this study was to provide a model of factors related to the implementation of the country's forensic medicine policies based on the Islamic value system. Materials & Methods: The present study is descriptive and correlational, which was performed by survey method. The statistical population of the study was 225 people of medical and non-medical experts in Ardabil, Chaharmahal and Bakhtiari, Tehran, Ilam, South Khorasan provinces who were selected by cluster sampling method. The research instruments were questionnaires of factors related to the implementation of the policy, the implementation of the policy and the Islamic value system. Data were analyzed using single-sample t-test, confirmatory factor analysis and structural equations. Finding: There was a significant relationship between the factors related with the implementation rate of the Forensic Medicine Organization's policy, this relationship was of the incremental (direct) type. The components of the factors related to the implementation of the policies did not have the same rank; Dimensions of clear targeting and correct wording of the policy, support from legal authorities, behavioral and personality characteristics of the executives, expertise and skill of the executives, target groups and users and efficient administrative and bureaucratic system were at a level more than satisfactory, and selection of appropriate tools and resources was at a satisfactory level. Conclusion: The model of factors related with the implementation of forensic medicine policies in the country based on the Islamic value system has a good fit.
