ارزيابي تطبيقي عملكرد مديريت شهري و روستايي در استان خراسان رضوي مبتني بر درجه توسعه يافتگي و ارئه يك الگوي مطلوب

Comparative evaluation of urban and rural management performance in Khorasan Razavi province based on degree of development and providing a desirable model

اصلاح جامعه شهري و روستايي و ارتقاء عملكرد و مديريت آن در شهرداري‌ها و دهياري‌ها بدون پرداختن به اين مجموعه‌ها و نقش و جايگاه آن و بهبود و ارتقاء عملكرد آن مقدور نخواهد بود. لذا با توجه به نوع تحقيق، اين تحقيق ازنظر هدف، كاربردي و توسعه‌اي است و ازنظر روش، توصيفي از نوع همبستگي مي‌باشد كه به شيوه تحقيقات ميداني و اسناد و مدارك به جمع‌آوري داده‌ها مي‌پردازد. از طرف ديگر با توجه به اين‌كه الگوي تحقيق و معيارهاي استخراج‌شده از مباني نظري، از طريق نظرسنجي 30 نفر از خبرگان موردبررسي و تأييد نهايي قرارگرفته‌اند، لذا روش تحقيق پژوهش حاضر مبتني بر روش دلفي مي‌باشد. جامعه آماري اين تحقيق را شهرداري‌هاي و دهياري‌ها مستقر در شهرستان‌هاي استان خراسان رضوي تشكيل داده و اطلاعات ارزيابي عملكرد آن‌ها از نظام‌نامه استانداردشده سازمان دهياري‌ها و شهرداري‌هاي كشور و سالنامه آماري سال 95 استان خراسان رضوي و اسناد و مدارك استخراج‌شده است براي تجزيه‌وتحليل داده‌هاي به‌دست‌آمده، از انواع آماره‌هاي توصيفي و استنباطي استفاده‌شده است. كليه تجزيه‌وتحليل‌هاي آماري نيز با استفاده از نرم‌افزار SPSS و amos انجام‌شده است. نتايج نشان‌دهنده تأثير مثبت و معنا‌دار خدمات شهري و امور اداري، نيروي انساني با عملكرد شهرداري‌ها و دهياري‌ها در گروه توسعه پايين، تأثير مثبت و معنادار شهرسازي، امور مالي، قراردادها و پروژه‌هاي عمراني، حمل‌ونقل و ترافيك، امور اداري، نيروي انساني و مصوبات شورا مسائل عمومي و مديريتي با عملكرد شهرداري‌ها و دهياري‌ها در گروه توسعه متوسط و تأثير مثبت و معنادار امور اداري، نيروي انساني با عملكرد شهرداري‌ها و دهياري‌ها در گروه توسعه بالا است.

this research is purposeful, applied and developmental, and in terms of method, a descriptive correlation type that is used in field research an‎d the documents are collecting data. On the other hand, given the pattern of research an‎d the criteria extracted from the theoretical foundations were surveyed by 30 experts and final confirmation. Therefore, the research method is based on the Delphi method. Statistical Society This research has been carried out by municipalities and daisies based in the cities of Khorasan Razavi province. an‎d their performance appraisal information has been extracted from the standardized regulations of the organizations and municipalities of the country and the year of the year 2015 in the province of Khorasan Razavi province and documents have been extracted.Analysis of the obtained data from a variety of descriptive statistics and to investigate the research questions an‎d their relationship with demographic indicators of inferential statistics such as structural equation analysis, Pearson, regression, correlation coefficient test. The results show a positive and significant effect of urban services and administrative affairs, human resources on the performance of municipalities and villages in the low development group, positive and significant impact of urbanization, financial affairs, contracts and development projects, transportation and traffic, administrative affairs, human resources and council decisions. General and managerial with the performance of municipalities and dehayers in the middle development group and the positive and significant effect of administrative affairs, human resources with the performance of municipalities and dehayers in the high development group.
