چكيده فارسي :
هدف اصلي اين مقاله ارائه روشي مبتني بر منطق فازي براي ارزيابي ميزان آمادگي سازمان‌ها در پذيرش سيستم‌هاي اطلاعاتي مديريت مي‌باشد. به عنوان نمونه موردي، اين مدل در شهرداري زاهدان پياده‌سازي شد. در كنار هدف فوق، فرايند پژوهش اين امكان را مي‌دهد كه نقاط ضعف و قوت سازمان در مسير پذيرش و پياده‌سازي اين سيستم‌ها مشخص گردد. در اين پژوهش با استفاده از عوامل مستخرج از مطالعات پيشين و دريافت نظرات 20 نفر از خبرگان حوزه فناوري اطلاعات، 19 شاخص براي فرايند كار انتخاب شد و با استفاده از عبارات كلامي خبرگان و متخصصاني كه در ارتباط با سازمان نيز بودند، ميزان آمادگي شهرداري زاهدان جهت پذيرش سيستم‌هاي اطلاعاتي مديريت (بر اساس عددي بين 0 تا 1)، برابر 0/467 محاسبه گرديد. به عنوان نتيجه جانبي پژوهش نيز نقاط ضعف و قوت شهرداري زاهدان در اين مسير مشخص شد. ميزان توسعه و گستردگي شبكه در سازمان و آگاهي پرسنل از تأثيرات مثبت كاربرد فناوري اطلاعات در افزايش بهره‌وري و بازده كارايي به عنوان نقاط قابل اتكا و قوت تعيين شدند. همچنين سازمان از نظر نرخ ارتباط الكترونيكي با شهروندان و ديگر سازمان‌ها (بالادستي و هم‌رده) در شهر، استان و كشور و وجود بانك‌هاي اطلاعاتي به‌روز و شفافيت داده‌هاي موجود در آنها داراي ضعف بود.
چكيده لاتين :
The main goal of this study is to present fuzzy logic-based method in order to evaluate preparedness of organizations in adopting
information management system. As a case study, this model was
implemented in Zahedan Municipality. In addition to above mentioned
goal, the process of the study specifies the weakness and strength of
organization under consideration in adaptation and implementation of
these system. In this study, using the factors extracted from previous
studies and receiving views of 20 IT experts, 19 indexes are selected
for task process, and preparedness of Zahedan Municipality [equal to
0.467] to accept information management system (based on the numbers
between 0 and 1) is calculated, while using verbal expressions of experts
and specialists associated with organization. The weakness and strength
of Zahedan Municipality in this path are specified as side effect of research.
Development and expansion of network in the organization and knowledge
of personnel coming from positive effects of IT applications in increasing
productivity and performance efficiency are determined as reliable
and strong. Furthermore, the organization has weakness in electronic
communication with citizens and other (upstream and counterpart)
organizations in the city, province, and country and up-to-date information
banks and clarity of available data in them.
