چكيده فارسي :
شهر-منطقه اصفهان، مجموعه‌اي از شهرها و كانون‌هاي جمعيتي است كه زمينه‌هاي مشتركي (چون ارتباطات، زيرساخت‌ها، جمعيت و اقليم) در سطح جغرافيايي شهر اصفهان و محيط پيرامون آن دارند و وابستگي‌هاي اجتماعي، اقتصادي، كاركردي و فضايي آن‌ها به گونه‌اي است كه يك واحد جغرافيايي قابل تمايز فراشهري و زير منطقه‌اي در سطح سرزمين را شكل مي‌دهند و كانون اصلي تمركز سكونتگاهي آن شهر اصفهان است. اين ويژگي هاي مشترك سبب مي‌شود كه بتوان زمينه‌هاي مكمل با هدف‌گذاري واحد را براي آن‌ها متصور شد. در اين ميان شهرداري‌ها به عنوان كنشگر اصلي مديريت شهري، نقش عمده‌اي در برقراري ارتباط بين شهرها و مديريت اين روابط دارند، به گونه اي كه اين مسائل مي‌تواند به عنوان زبان مشترك ميان كنشگران شهر-منطقه به ايفاي نقش بپردازد. اين پژوهش به لحاظ نوع آن توصيفي-تحليلي و با توجه به هدف اصلي آن كه تحليل مشكلات مكانمند و شناسايي كليدي‌ترين كنشگران در شهر-منطقه اصفهان (شامل اصفهان و ده شهر همجوار: ابريشم، بهارستان، خميني‌شهر، خورزوق، درچه، دولت‌آباد، شاهين‌شهر، قهجاورستان، گز، و نجف‌آباد) است، - يك پژوهش كاربردي است. بدين منظور در گام نخست، شناخت مسائل و مشكلات مابين اصفهان و ده شهر همجوار با استفاده از مسيرهاي دوگانه بازبيني متون اسناد و برنامه‌هاي شهري و انجام مصاحبه با مديران و كارشناسان شهري به تدوين بيانيه مشكلات انجاميده است. در گام دوم تحليل مشكلات و مسائل شهرهاي واقع در شهر-منطقه اصفهان، بر پايه برچسب‌هاي شش‌گانه تعريف شده به ازاي هر مشكل مقدار وزن (شدت مشكل) مشخص شده و به كمك روش تحليل شبكه‌هاي اجتماعي، شبكۀ «كنشگران-مشكلات» ترسيم شده است. بر پايه يافته‌هاي تحليل از اين شبكه، مشكلات «آلودگي زيست محيطي ناشي از تردد اتوبوس‌هاي فرسوده در شهر-منطقه»، «بروز مشكلات زيست محيطي ناشي از نابودي ظرفيت اكولوژيكي غرب اصفهان» و «كمبود وسايل خدمات آتش‌نشاني در شهرهاي همجوار شهر اصفهان» مهم‌ترين مشكلات شهر-منطقه و كنشگران معاونت «شهرسازي‌ومعماري»، « حمل‌ونقل‌وترافيك» و «خدمات‌شهري» كليدي‌ترين نقش را در حل مسائل شهر-منطقه اصفهان ايفا مي‌كنند.

Isfahan City-Region is a collection of cities and towns with shareable common ground (such as communications, infrastructure, population and climate) at the geographical level of the city of Isfahan and its surroundings, and their social, economic, functional and spatial dependencies are such that one The geographically differentiated metamorphic and sub-regional divisions form the surface of the land and the main focus of its residential concentration is the city of Isfahan. These common features make it possible for them to complete complementary fields with single target targeting. Meanwhile, municipalities, as the main actor of urban management, play a major role in communicating cities and managing these relationships, so that these issues can play a common language among the actors in the city-region. This research is descriptive-analytic in terms of its main purpose. The analysis of locational problems and identification of key actors in Isfahan-Isfahan (including Isfahan and ten neighboring cities: Abrisham, Baharestan, Khomeinishahr, Khorzuq, Dorcheh, Dolatabad, Shahinshahr, Ghahjavarestan, Gaz, and Najafabad) is an applied research. For this purpose, in the first step, identifying problems between Isfahan and ten neighboring cities has led to the formulation of a statement of problems by using the dual paths of reviewing the documents of documents and urban plans and conducting interviews with city managers and experts. In the second step, analyzing the problems and problems of the cities located in the city-region of Isfahan, based on the six-tagged codes defined for each problem, the amount of weight (severity of the problem) is determined and, through the method of analyzing social networks, the network of "actors-problems" is drawn. Based on the findings of the analysis from this network, the problems of "Air pollution caused by the exhausted bus", "the occurrence of environmental problems caused by the destruction of the ecological capacity of West of Isfah@n" and "shortage of fire fighting equipment in neighboring cities of Isfah@n" are the most important of the city-region. The department of "Urbanism & Architecture", "Transportation" and "Urban Services" as acters paly the most key role in solving the problems of the city-region of Isfahan.
