امروزه مسائل زيست محيطي به يكي از مهمترين چالشهاي برنامهريزان شهري تبديل شده است و توسعه لجام گسيخته شهري بر پيچيدگي آن افزوده است. برنامهريزي با رويكرد تابآوري ميتواند در تمامي ابعاد، ظرفيتهاي لازم براي مقابله با آينده آشفته را ايجاد نمايد. هدف اين مطالعه، ارزيابي تابآوري زيست محيطي محلات منطقه چهارده شهر تهران ميباشد. در اصل 23 محله با انتخاب 5 شاخص زيست محيطي مورد بررسي قرار گرفته است. پنج شاخص مذكور توسط 30 نفر از خبرگان برنامهريزي شهري از طريق تحليل سلسله مراتبي AHP رتبهبندي و سپس تحليل رابطه خاكستري وضعيت و جايگاه محلات منطقه 14 را در هر شاخص مشخص نمود. در نهايت خط نرمال 0.714 به عنوان امتياز نهايي در كليه شاخصها ترسيم گرديد كه نشان ميدهد 12 محله، از تابآوري پاييني برخوردارند. با توجه به نتايج بدست آمده هرچه به سوي محلات غربي و جنوب غربي حركت ميكنيم، از ميزان تابآوري زيست محيطي كاسته ميشود. اين موضوع كاملاً با بافت فرسوده و تراكم جمعيتي منطقه هماهنگ است. بنابراين لازم است برنامهريزان شهري بيش از اينكه بر توسعه فيزيكي تأكيد نمايند، پيامدها و هزينههاي زيست محيطي آن را درك نمايند.

Today, environmental issues have become one of the most important challenges for urban planners, and unbridled urban development has added to their complexity. Resiliency approach planning can, in all respects, create the capacity to deal with the turbulent future. The purpose of this study was to evaluate the environmental resilience of neighborhoods in the district 14 of Tehran. In principle, 23 neighborhoods have been investigated by selecting five environmental indicators. The five indicators were ranked by 30 urban planning experts through hierarchical analyzes of AHP, and then the Gray Relationship Analysis of the status and location of neighborhoods in the district 14 were analyzed concerning each indicator. Finally, the normal line of 0.714 was drawn as the final score in all indices, indicating that 12 neighborhoods had a low resilience. Based on the obtained results, the environmental resilience is reduced while moving towards the western and southwest neighborhoods,. This is in harmony with the texture and population density of the region. Therefore, urban planners need to understand the consequences and environmental costs of physical development rather than physical development itself.
