بررسي مؤلفه‌هاي مؤثر بر نظارت دولت در قراردادهاي مشاركت عمومي خصوصي در شركت ملي گاز ايران

An Assessment of Factors that Impact Government Oversight of Public-Private Partnership Contracts of the National Iranian Gas Company

يكي از مؤلفه هاي اثرگذار بر موفقيت قراردادهاي مشاركت عمومي خصوصي، جايگاه سياست گذاران و نظارت بر اجراي معيارهايي است كه بخش خصوصي طرف مشاركت، موظف به رعايت آنها مي باشد. به عبارت ديگر يك عنصر كليدي در استفاده از امكانات بخش خصوصي، تعريف معيارهاي فعاليت و نظارت دقيق بر اجراي آنها است. اين تحقيق مي كوشد تا ضمن بررسي مباني و اصول نظارت، عوامل مؤثر بر نظارت دولت در قراردادهاي مشاركت عمومي خصوصي را شناسايي نمايد. در اين راستا، در ابتدا هدف و روش و قلمرو تحقيق عنوان گرديده و سپس مفهوم نظارت و كنترل بهينه مورد واكاوي قرار ميگيرد. در ادامه نقش دولت يا مؤسسه عمومي در قراردادهاي ساخت، بهره برداري و انتقال بررسي مي گردد. در بخش بعدي، مديريت قرارداد و چگونگي نظارت در مشاركت عمومي خصوصي مورد تحليل قرار مي گيرد. پس از تبيين جامعه آماري، نمونه آماري پژوهش و روش نمونه‌گيري، به روشهاي تجزيه و تحليل داده ها و آزمون فرضيات پرداخته ميشود. نتايج تجزيه و تحليل داده هاي كمي و آزمون‌هاي مورد استفاده، بخشهاي بعدي اين تحقيق به شمار مي آيند. در ادامه فرضيات تحقيق مورد بررسي قرار گرفته و نتايج تحليلي عنوان مي گردد. تعيين عوامل مؤثر در نظارت دولت و پيشنهادهايي جهت بهبود اين امر در قراردادهاي مشاركت عمومي خصوصي، از دستاوردهاي اين تحقيق مي باشد.

One of success factors of public-private partnership contracts is the effective public supervision on their implementation, including standards to be observed by the private party to the partnership. In other words, a key element in using private sector‘s potential is defining activity standards and precise supervision of their implementation. In this research we identify the factors that impact effectiveness of government‘s supervision of public-private partnership contract, in addition to studying the principles and foundation of this supervision. To this end, we first spcify our research goal, method and scope and then define the concept of optimum supervision and control. We analyze the role played by the government or public entity in BOT (build-operate-transfer) agreements. In the following section, we analyze contract management and method of supervision in public-private partnership. After defining the statistical population, statistical sample, and method of data analysis methods, we proceed to test our hypotheses. The results of quantitative data analysis and tests performed would be discussed in the next sections. We will then proceed to analyze the results of our sudy, Our research provides valuable insights on factors that impact government‘s supervision and provides some suggestions for improving it.
