Developing an Empowerment Mdel of Physical Education Teachers with Emphasis of I.R Iran's 1404 Vision Document

هدف از اين تحقيق طراحي الگوي توانمندسازي معلمان تربيت بدني با رويكرد سندچشم انداز 1404جمهوري اسلامي ايران بود. اين تحقيق آميخته اكتشافي و به لحاظ هدف كاربردي بود. جامعه آماري بخش كيفي صاحب نظران(خبرگان) دانشگاهي و اجرايي وزارت آموزش و پرورش بودند كه در زمينه مديريت ورزش، درس تربيت بدني و توانمندسازي، تخصص و اطلاعات منحصر به فرد داشتند. 15 نفر از متخصصان كه داراي ويژگيهاي يادشده، با روش نمونه‌گيري زنجيره‌اي انتخاب و با ابزار مصاحبه نظرات آنان جهت طراحي الگو اخذ شد. جامعه آماري بخش كمّي، معلمان تربيت بدني آموزش و پرورش استان آذربايجان شرقيبودند كه به صورت خوشه اي نسبي از مناطق مختلف و به تعداد300 نفر انتخاب شدند. براي گردآوري اطلاعات از مصاحبه و پرسشنامه استفاده شد كه روايي صوري آن توسط اساتيد مديريت ورزشي و روايي سازه از طريق تحليل عاملي تاييد شد و پايايي آن با استفاده از آلفاي كرونباخ 0/85 به دست آمد. تجزيه و تحليل داده‌ها توسط نرم افزار اس.پي.اس.اس 24 و پي.ال.اس انجام شد. نتايج نشان داد، عوامل موثر بر توانمندسازي معلمان شامل ابعاد: زمينه‌اي (فناوري و ارتباطات، عوامل فرهنگي و عوامل اقتصادي)، سازماني (اهداف و راهبرد، منابع و تجهيزات و نظارت و ارزيابي) و فردي با مولفه‌هاي (روانشناختي، حرفه اي و اعتقاديـ اخلاقي) هستند. از مولفه‌هاي بعد زمينه‌اي، فناوري و ارتباطات از مولفه‌هاي بعد سازماني، منابع و تجهيزات و از بعد فردي، مولفه حرفه‌اي بيشترين تأثير را بر توانمندسازي معلمان تربيت بدني داشتند.شفاف نمودن انتظارات از معلمان،اطمينان از تناسب شخصيت و شغل آنان، ايجاد زمينه استفاده از فناوري هاي نوين از پيشنهادات پژوهش مي باشد.

This article aimed to design an empowerment model of physical education teachers with emphasis of 1404 I.R. Iran Vision document. The research was mixed method and in terms of objective was an applied one. The statistical population was academic experts and executive personnels of the Ministry of Education that they had special expertise and information in the field of sport management, physical education and teachers' empowerment. In Qualitative phase, 15 people were selected among the experts with these characteristics by continuum sampling method and the model was design based on their interviews. The statistical population of research in Quantitative phase, were 300 physical education teachers from East Azerbaijan province were selected by relative clustering sampling methods. Data were collected by interviews and questionnaires. The face validity was confirmed by the professors of sports management. The factor analysis was employed to validate the construct validity. The reliability was reported 0.85 by Cronbach's Alpha. The data were analyzed by SPSS24 and PLS. The results showed that the factors affecting the teacher empowerment were background (IT, Cultural Factors, and Economic Factors); organizational (Goals and Strategies, Resources and Equipment, and Monitoring and Evaluation) and Individual (Psychological, Professional Ideological and Moral). Among the background components, IT, the organizational components, Resources and Equipment and the individual components, Professional dimension effect on the empowerment of physical education teachers, Clarifying the expectations from the teachers, making sure of their personality -profession compatibility and providing fields for using new technologies are proposals of this research.
