چكيده فارسي :
ساختار فعلي پايگاه هاي مقاومت بسيج كه از يك الگوي مكانيكي بهره مي گيرد، هرچند مزيت هايي را به همراه داشته است، اما داراي اشكالات متعدد و قابل توجهي است كه فعاليت هاي اين مجموعه را به طور قابل توجهي تحت تاثير قرار داده است. از جمله ايرادات اين ساختار مي توان به پراكندگي واحدها در سطح افق، روابط دقيق و انعطاف ناپذير، وظايف مشخص و ضعف در نوآوري، استاندارد بودن فعاليت ها و ناتواني در ايجاد خلاقيت، سيستم تصميم گيري متمركز (از بالا به پايين)، ضعف در هويت بخشي، استفاده نكردن از نيروهاي خبره در تصميم گيري ها و همچنين عدم تعامل ميان واحدهاي زيرمجموعه اشاره كرد كه دو ركن اصلي اهداف اين مجموعه يعني اثربخشي و بهره وري در فعاليت هاي مختلف را عميقا تحت تاثير منفي خود قرار داده است. اين تحقيق به دنبال آن است كه دستاوردهاي يك تحقيق تجربي و پژوهش عملي (اقدام پژوهي) در به كارگيري يكي از انواع ساختارهاي ارگانيك در پايگاه مقاومت بسيج را موردبررسي قرار دهد و آثار آن را گزارش نمايد تا از اين طريق الگويي را براي رسيدن به اهداف ارائه نمايد. مطالعات اين پژوهش (شامل طراحي، پياده سازي، پايش، ارزيابي و گزارش) كه 3 سال زمان برده است، نشان مي دهد كه استفاده از يك ساختار ارگانيك با حفظ ساختار مكانيكي پيشين در پايگاه بسيج امكان پذير است و سبب ايجاد خلاقيت، انعطاف پذيري، ايجاد نوآوري، تقسيم وظايف مبتني بر اهداف، تصميم گيري غيرمتمركز (از پايين به بالا)، بهره گيري از نيروهاي متخصص در تمامي امور و تعامل بسيار دقيق و منظم واحدهاي زيرمجموعه شده است و آثار مثبت ديگري نيز به همراه داشته است.

The current structure of the Basij, which utilizes a mechanical pattern, has some advantages, but it has numerous and significant drawbacks that have significantly impacted the activities of this inistitution. One of the disadvantages of this structure can be the dispersion of units on the horizon, inflexsible relationships, distinct tasks and weaknesses in innovation, standardization of activities and disabilities in creativity, centralized decision making system (up to down), The absence of experts in decision making, as well as the lack of interaction among sub-units, which caused inefficiency and Lack of effectiveness. This research want to examine the achievements of an empirical research and practical research (research activity) in applying an organic structures in the Basij, and to report its effects, in this way. Studies of this research (including design, implementation, monitoring, evaluation and reporting), which took 3 years, indicate positive effects in efficiency and effectiveness. The results of this research provide a model for utilizing such structures in other basijs center.
