Preparation and planning strategies for the development of border areas in the Taybad border region

هدف اصلي اين تحقيق تدوين و ارائه راهبردهاي توسعه در منطقه مرزي تايباد است تا در صورت تحقق بتوان بر مسائل اساسي توسعه شهرستان فائق آمد. در راستاي دستيابي به هدف فوق، از روش توصيفي-تحليلي استفاده شده و با استفاده از روش ميداني، مراجعه به ادارات مستقر در شهرستان و مصاحبه با مسئولين و نيز با استفاده از ابزار پرسشنامه، اطلاعات مورد نياز جمع آوري شده است. سپس جهت تجزيه و تحليل داده ها از روش تحليل SWOT استفاده گرديده و راهبردهاي مربوط به توسعه منطقه مرزي شهرستان تايباد، ارائه شده و در پايان با استفاده از روش تحليلي QSPM، راهبردهاي اصلي شهرستان اولويت بندي شده است. يافته ها نشان مي دهند كه عوامل بيروني سهم بيشتري در توسعه منطقه دارند و در وضعيت فعلي، منطقه در موقعيت تدافعي قرار دارد و بيش از هر چيز نيازمند راهبردهاي WT مي باشد. يعني راهبردهاي مربوط به كاهش نقاط ضعف موجود در منطقه و جلوگيري يا كاهش تهديدات وارد بر آن به عنوان راهبردهاي اصلي توسعه اين منطقه مد نظر مي باشند. هم چنين، نتايج حاصل از انجام تحليل QSPM نشان داد كه راهبردهاي زير به عنوان اولويت دارترين راهبردها جهت توسعه منطقه مرزي تايباد مشخص شدند: تقويت زيرساختها و امنيت منطقه جهت عدم تاثيرگذاري محسوس فعاليت محور ترانزيتي كراچي افغانستان بر سهم ترانزيتي پايانه مرزي دوغارون - ايجاد جو اعتماد مرزنشينان به دولت مركزي و افزايش احساس تعلق به منطقه - تقويت طرح انسداد فيزيكي و الكترونيكي مرزها و تجهيز مرزباني - تصويب قوانين اصولي و كاهش قوانين دست و پاگير به منظور تسهيل مبادلات تجاري و حمل و نقل بين دو كشور - جلب مشاركت بخش خصوصي با حمايت و پشتيباني بخش دولتي، براي سرمايه گذاري بيشتر و ايجاد زمينه هاي اشتغال سالم در منطقه

The main objective of this research is to develop and provide development strategies in the border region Taybad to the realization of the fundamental issues of development of the city overcome. The data for the analysis method used SWOT analysis and strategies related to the development of the Taybad border area, presented at the end of the analysis QSPM, the main city prioritized strategies.This means that strategies to reduce weaknesses in the region and prevent or reduce the threats to it are considered as the main strategy in the development of this area. Also, the results of the analysis showed that QSPM following strategies were identified as the highest priority strategy for the development of the Taybad border region: Strengthening the infrastructure and security of the region to ineffectiveness tangible Activity transit axis Karachi Afghanistan, the share of transit border terminal Dogharoon - create an atmosphere of trust border to the central government and enhance the sense of belonging to the region - strengthening plan obstruction of physical and electronic borders and equip border - the adoption of laws principles and reduce cumbersome rules to facilitate trade and transportation between the two countries - to attract private sector participation with the support of the public sector, to invest more and create a healthy employment areas in the region
