The role of culture in the establishment of Business Excellence Model in the Islamic Republic of Iran's security forces (police)

موضوع مربوط به فرهنگ و عوامل مؤثر بر رشد و توسعه آن در هر كشوري، از مقوله هايي است كه در ابعاد مختلف اجتماعي، اقتصادي، فرهنگي و سياسي از اهميت خاصي برخوردار است. نيروي انتظامي جمهوري اسلامي ايران نيز با توجه به وظيفه خطير و نقش مهمي كه در كشور ايفا مي نمايد، لازم است تا به طور مستمر در صدد ارتقاي عملكرد و تعالي سازمان خود برآيد. هدف اصلي اين پژوهش بررسي نقش فرهنگ بر استقرار مدل تعالي سازماني در نيروي انتظامي جمهوري اسلامي ايران (ناجا) مي باشد. روش تحقيق توصيفي- تحليلي بوده و براي گردآوري داده‌ها به منظور دستيابي به نتايج تحقيق، از ابزار كتابخانه اي، اينترنت، كتب و مقالات علمي فارسي و لاتين و پايان نامه هاي مرتبط با موضوع تحقيق استفاده شده‌است. در نهايت نشان داده مي شود كه بين فرهنگ و استقرار مدل تعالي سازماني در نيروي انتظامي،رابطه دو سويه وجود دارد، از يك سو، نتايج، مدل تعالي سازماني كه بر نيروي انتظامي تأثير مي گذارد و از سوي ديگر، خود توانمند سازهاي مدل تعالي سازماني هم متأثر از مباني فرهنگ نيروي انتظامي است و هم مي تواند در آن تحولات اساسي ايجاد كند. به طوركلي استقرار مدل تعالي سازماني در نيروي انتظامي نيازمند وجود فرهنگ خاصي است. تعميق و گسترش فرهنگ بر استقرار مدل تعالي سازماني در نيروي انتظامي، بستري مناسب براي ارتقا كيفيت و بهبود عملكرد در نيروي انتظامي است.

The issue of culture and the factors influencing its growth and development in each country is of high significance in various social, economic, cultural and political aspects. With respect to the critical role and the important responsibility of I. R. Iran's security forces, it is necessary for the organ to promote the performance and excellence of its organization. The current study aimed to investigate the role of culture in the establishment of Business Excellence Model in I.R. Iran's security forces (NAJA). The data collection procedure in the research with analytical and descriptive orientation comprised the use of library, internet, books, scientific papers and relevant theses in Persian and English. In conclusion, it is shown that there is an interrelationship between police culture and the aforementioned model In other words, the results indicated that the model profoundly affects the culture on one side and the self-empowerment of the model is affected by the cultural fundamentals of the police on the other side. Deepening and spreading the culture of establishing the model can pave the road for improving the quality and performance of the police force.
