امروزه برنامه‌ريزي جهت توسعه پايدار روستاها به‌‌عنوان يكي از سرفصل‌‌هاي مسائل اقتصادي اجتماعي كالبدي و فضايي جاي خود را باز نموده است و كشورها سعي مي‌نمايند با بسيج امكانات و توانمندي‌‌هاي خود به اهداف توسعه در تمامي ابعاد اقتصادي و اجتماعي كالبدي فضايي نايل آيند عمران و توسعه روستايي، اقدامي بنيادي است كه موجب اصلاح وضع اجتماعي، اقتصاد و فرهنگ روستا‌ مي‌شود كه يقيناً با ترقي همه‌جانبه روستاها، مناطق شهري نيز تأثير لازم را گرفته و رشد همه‌جانبه را در جامعه شاهد خواهيم بود. در صورت تحقق اين توسعه دو اتفاق بزرگ خواهد افتاد يكي تثبيت جمعيت و ديگري مهاجرت معكوس به روستاها و اگر برعكس روستاها مورد بي‌مهري واقع شوند جمعيت جوان و تحصيل‌كرده و توانمند محيط مستعد و بكر روستا را رها كرده و در حاشيه شهرهاي بزرگ ساكن‌ مي‌شوند. طرح‌هاي ساماندهي فضا و سكونتگاه‌هاي روستايي اين امكان را فراهم نموده‌اند كه نخست شناخت جامعي از منطقه ارايه شود و دوم اينكه علل و عوامل بروز هرگونه مشخصه اجتماعي اقتصادي و . . . تبيين گردد و سوم به‌عنوان برنامه‌اي جامع در يك افق زماني ده‌ساله ويژگي‌هاي مختلف نقاط روستايي منطقه را پيش‌بيني نمايد و راهكارهاي اجرايي به‌منظور تحقق توسعه پايدار روستايي ترسيم شود. تحقيق حاضر به‌منظور بررسي نقش طرح‌هاي ساماندهي فضا و سكونتگاه‌هاي روستايي در توسعه روستاهاي استان اردبيل‌ مي‌باشد. در تحقيق حاضر با استفاده از روش توصيفي ـ تحليلي و تأكيد بر نگرش كارشناسان دستگاه‌‌هاي استاني، شهرستاني، بخشي در سه بعد اجتماعي ـ فرهنگي، اقتصادي، كاربردي ـ محيطي از طريق آزمون آماري به بررسي نقش طرح‌هاي ساماندهي فضا و سكونتگاه‌هاي روستايي در توسعه روستاهاي اردبيل و نيز به بررسي ميزان تحقق‌پذيري پيشنهادهاي ارائه‌شده در اين طرح‌ها پرداخت‌شده و همچنين مهم‌ترين دلايل عدم تحقق پيشنهادهاي مطرح‌شده در طرح‌هاي مذكور محدوديت اعتبارات عمراني، ناهماهنگي دستگاه‌ها و سازمان‌هاي دست‌اندركار توسعه روستايي و ضعف مشاركت مردمي را‌ مي‌توان نام برد.

The planning for the sustainable development of rural areas as a spatial is one of the subjects of physical and environmental socio-economic issues. Countries try to achieve to the goals of development in all physical and environmental socio-economic by mobilizing their capabilities and equipments its. Two things will happen if this matter be achieved, one is stabilization of population and another is reverse migration to the countryside's an‎d in contrary if villages are behaved unkindly, the young, educated and capable people will leave the vulnerable and pristine environment of the village and will inhabit in the fringes in big cities. Organization design space and rural settlements make it possible to have a comprehensive understanding of the region to see first and second causes of any socio-economic characteristics and be explained an‎d the third as a comprehensive program in a ten-years time horizon of rural properties in the region predict and implementation mechanisms in order to achieve sustainable rural development to be traced. This Study is to investigate the role and organization design in the development of rural space and rural settlement in Ardebil.
