Prioritizing Affecting Factors Influencing the Lack of Development of Tehran Industrial Settlements with Fuzzy Approach

شهرك هاي صنعتي در مناطق مختلف يك كشور به دنبال حداكثر بهره مندي از مزيتهاي جغرافيايي، منطقهاي، اقتصادي و اجتماعي با حداقل هزينه هاي اقتصادي و اجتماعي ممكن ميباشد و بر اساس اين منطق، اين شهرك ها راه حلي براي كاهش مشكلات فعلي شهرهاي صنعتي و بالقوه شهرهاي در حال صنعتي شدن نيز محسوب ميگردد. بطور خلاصه تجارب كشورهاي توسعه يافته و برخي كشورهاي در حال توسعه نشان مي دهد كه اگر تجمع هاي صنعتي درست بكار گرفته شود، با همراهي ساير اقدامات منجر به تشويق و ترغيب صنعتي شدن و هدايت صنايع از نظر مكان استقرار گرديده و بطور اساسي به هدفهاي برنامه ريزي شهري و منطقه اي و توسعه صنعتي و اقتصادي كمك مي نمايد. بر همين اساس اين تحقيق بدنبال، شناسايي عوامل تاثير گذار بر عدم جذب و توسعه سرمايه گذاري در شهرك هاي صنعتي تهران و تعيين وزن اين عوامل با استفاده از تكنيك تحليل سلسله مراتبي فازي مي باشد. در اين پژوهش،گردآوري ديدگاه خبرگان با استفاده از پرسشنامه محقق ساخته و با استفاده از مقياس فازي مثلثي لين، فازي سازي شده است. و در نهايت با استفاده از نرم افزار سوپردسيژن اوزان نهايي مشخص گرديده است. بر اساس نتايج بدست آمده، عوامل شناسايي شده به ترتيب درجه اهميت عبارت بودند از سياست‌هاي كلان اقتصادي، فقدان امكانات زيربنايي، عدم وجود سازمان اجرايي ـ مديريتي، موانع نهادي و عدم مكان يابي بهينه. در پايان نيز راهكارهايي جهت افزايش و توسعه سرمايه گذاري صنعتي در شهرك هاي صنعتي تهران ارائه شده است.

Industrial settlements in different regions of a country are looking for maximum benefit from the advantages of geographical, regional, economic and social with the least possible economic and social costs, and based on this logic, these settlements are also considered as a solution to reduce the current problems of industrial cities and potential in industrializing cities. In brief, the experiences of developed countries and some developing countries show that if industrial gatherings are used properly accompanied by other measures, it will lead to encouraging industrialization and guiding the industry in terms of location, and essentially, it helps the goals of urban and regional planning and industrial and economic development. Accordingly, this study is looking for identification of factors affecting lack of absorption and the development of investment in industrial settlements of Tehran and determining the weight of these factors using fuzzy Analytic Hierarchy Technique. In this research, the gathering of experts opinions using the questionnaire is made and using Lin triangular fuzzy scale, defuzzification is done. an‎d finally, using the Super decision software final weights is determined. Based on the results, Identified factors in order of importance degrees were included: Macroeconomic policy, a lack of infrastructural facilities, lack of existence of the executive-management organization, institutional barriers and lack of optimal positioning. In the end, solutions to increase and develop industrial investment in industrial settlements of Tehran are also provided.
