ارائه شاخص هاي موثر در پياده سازي سيستم اشتراك گذاري وسايل نقليه شخصي (Car Sharing) در كلانشهر تهران با رويكرد شناسايي محدوده هاي مستعد با استفاده از فرايند تحليل سلسله مراتبي (AHP)

Providing the effective indicators in the implementation of Car-Sharing system, in metropolitan Tehran, by the identification of vulnerable areas approach, using the AHP method

امروزه تمام شهرهاي بزرگ دنيا از معضل تعداد بسيار زياد وسايل نقليه شخصي رنج مي برند. ازدحام ، پايين بودن كيفيت محيط زندگي موجب بوجود آمدن مشكلات فراواني براي شهرها و شهروندان گرديده است . در اين شرايط راه حل نوآورانه اي نياز است تا به كمك آن بتوان از حجم بسيار زياد اشغال شده از فضاي عمومي شهر كاسته شود. به اشتراك گذاري وسايل نقليه روشي هوشمندانه است كه در آن امكاني براي فرد مهيا مي شود كه بدون در اختيار داشتن و مالكيت وسيله نقليه ، از خدمات آن بهره مند گردد. در اين پژوهش يكي از سيستم هاي نوين به اشتراك گذاري خودرو تحت عنوان Car-sharing ، كه در يك دهه گذشته با سرعت قابل ملاحظه اي در كشورهاي اروپايي و امريكا پياده سازي و توسعه يافته است ، معرفي و مورد ارزيابي قرار مي گيرد. در اين راستا پارامترهاي موثر در پياده سازي موفقيت آميز اين سيستم ، شناسايي و ارايه مي گردد. جامعه هدف و مشتريان و كاربران اين سيستم ، سفرهايي را كه مي توان بر پايه استفاده از اين سيستم برنامه ريزي نمود و محدوده هايي كه داراي پتانسيل بيشتري براي توسعه اين سيستم مي باشند ، با مطالعه موردي كلانشهر تهران در اين مقاله بررسي مي شود.

Nowadays, all major cities around the world are suffering from the problem of a large number of private vehicles. Overcrowding, low quality living environment has resulted in the creation of numerous problems for cities and citizens. In these conditions, an innovative solution is needed to help reduce the very high volume of occupied public spaces of the city. Sharing vehicles is an intelligent way in which it provides an opportunity for one tobenefit from its serviceswithout having the ownership of the vehicle.In this study, a new system of vehicles sharing known as Car-sharing, which had a considerable rate in implementation and development in America and European countries, is presented and evaluated. In this regard,the effective parameters insuccessful implementation of the system are identified and presented. The objective society, the customers and the users of the system, the trips that can plannedbased on using this system and the areas which have greater potential for the development of this system are investigated in this paper, by consideringthe metropolitan Tehran as the case study.
