راهبردهاي آمريكا در راستاي هوشمندسازي تحريم‌ها عليه ايران و ارائه راهكارهاي مقابله؛ با تأكيد بر روابط مالي و بانكي بين‌المللي

US Strategies to Smartize Sanctions Against Iran and Presenting Coping Solutions with an Emphasis on International Financial and Banking Relations

تحريم‌هاي اقتصادي آمريكا به‌مثابه سلاحي نامتعارف در جنگ اقتصادي، امنيت اقتصادي ايران را نشانه رفته است. آمريكا علاوه بر وضع تحريم عليه حوزه‌هاي مختلف اقتصاد ايران، همواره درصدد هوشمندسازي و افزايش كارآمدي اين تحريم‌ها بوده است. پژوهش حاضر درصدد پاسخ به دو پرسش اساسي است: 1- راهبردهاي آمريكا براي هوشمندسازي تحريم‌ها عليه ايران چيست؟ 2- مواجهه نامتقارن ايران با هدف كاهش كارآمدي تحريم‌هاي آمريكا شامل چه راهكارهايي است؟ نوآوري پژوهش حاضر در اين است كه موضوع هوشمندسازي و كارآمدسازي تحريم‌ها عليه ايران تاكنون در پژوهش‌هاي داخلي بررسي نشده است. روش پژوهش، تحليلي بوده و جمع‌آوري اطلاعات با مطالعات اسنادي و كتابخانه‌اي صورت گرفته است. نتايج پژوهش نشان داده است كه راهبردهاي آمريكا براي كارآمدسازي تحريم‌ها عبارت‌اند از: تمركز بر تحريم اشخاص و نهادها و درج نام آن‌ها در ليست تحريم؛ تمركز گسترده بر شناخت ذي‌نفع نهايي و توصيه به شركت‌ها براي اعمال حداكثر سختگيري؛ حركت آمريكا در جهت درهم‌تنيده كردن تحريم‌هاي هسته‌اي و تروريستي؛ استفاده از ظرفيت انديشكده‌ها براي شناسايي نقاط آسيب‌پذير و سرانجام استفاده مقامات آمريكا از گفت‌وگوهاي چهره به چهره براي متقاعد كردن كشورها و شركت‌هاي بزرگ نسبت به عدم تعامل با ايران. در مقابل اگرچه ايران توانايي مواجهه متقارن با اين ابزارها را ندارد، اتخاذ راهبردهايي براي مقاومت و متنوع‌سازي ابزارهاي نقل‌وانتقال وجوه مي‌تواند تا حد زيادي، كارآمدي تحريم‌هاي آمريكا را كاهش دهد و براي اين مقصود مي‌توان در سه حوزه زير پيشنهادهايي را ارائه كرد: 1- پيام‌رسان مالي بين‌المللي؛ 2- بستر بانكداري بين كشوري؛ 3- روابط كارگزاري.

US economic sanctions as an unusual weapon in economic warfare have targeted Iran's economic security. In addition to imposing sanctions on various sectors of the Iranian economy, the US has always sought to increase the efficiency of these sanctions. The present study seeks to answer two questions. 1. What are the US strategies for smartening sanctions? 2. What are the solutions to Iran's asymmetric confrontation aimed at reducing the effectiveness of sanctions? The innovation of the study is that the issue of sanctions' smartening has not been considered. The research method of this article is analytical and data collection has been done through documentary and library studies. The results of the study show that US strategies to streamline sanctions include: focus on sanctions on individuals and their inclusion in the SDN list, recognizing the final beneficiaries and advising companies to have the maximum rigor, the move by the United States to combinate nuclear and terrorist sanctions, use the capacity of the think tanks to identify vulnerable sectors in Iran to increase the accuracy of sanctions impact and using face-to-face conversations of US officials to convince countries and large companies not to engage with Iran. In spite of the fact that Iran does not have the ability to deal symmetrically with these tools, it seems that adopting strategies to rebuild and diversify means of transferring funds can greatly affect US sanctions. Specifically, there are some suggestions in this area:1. International Financial Messeging Systems, 2. International Banking Platforms, and 3. Correspondent Relationships.
