مطالعه تاثيرات اجتماعي- فرهنگي پروژه‌هاي شهري(موردمطالعه: بزرگراه سعيدآباد)

(The Study of Socio-Cultural Effects of Urban Projects (Case study: Saeed Abad Highway

در چند دهه گذشته توسعه پايدار شهري به يكي از رويكردهاي نظري مهم و تأثيرگذار در سياست‌گذاري‌هاي شهري تبديل شده است. توسعه پايدار به معناي تأمين نيازهاي نسل كنوني بدون آسيب زدن به نيازهاي نسل آينده است. بنابراين با اين رويكرد هرگونه مداخله شهري و احداث پروژه‌هاي شهري بايد محتاطانه و مبتني بر اين نگاه باشد. انجام مطالعات مربوط به اتاف بي‌شك گامي اساسي در جهت نيل به اين اهداف مهم مي‌باشد. مطالعه حاضر به مطالعه ارزيابي تاثيرات و پيامدهاي اجتماعي-فرهنگي (اتاف) بزرگراه سعيدآباد در منطقه 18 شهرداري تهران مي‌پردازد. از تركيبي از روش‌هاي كمي (پيمايش) و كيفي (مصاحبه و مشاهده) در پژوهش استفاده شده است. داده‌هاي تحقيق از طريق افراد و ساكنان محدوده بزرگراه كه به طور احتمالي تحت تأثير احداث پروژه سعيد آباد هستند گردآوري شده است. رويكرد نظري تحقيق، نظريه لفور در خصوص ابعاد اجتماعي فضاهاي شهري مي‌باشد. يافته‌هاي تحقيق نشان مي‌دهد كه پروژه شهري سعيد آباد مانند هر پروژه ديگري داراي پيامدها و اثرات مثبت مانند: تسهيل در حمل ونقل عمومي، ماندگاري در محل و پيامدهاي منفي مانند: عدم رضايت معارضين طرح، فشار رواني بر ساكنان، ايجادپاتوق براي فروشندگان مواد، تخريب فضاي سبز و باغات و افزايش آلودگي زيست محيطي مي‌باشد.

Over the past few decades, sustainable urban development has become one of the most important and influential theoretical approaches in urban policy. Sustainable development means to supply the needs of the current generation without harming the needs of the next generation. Therefore, with this approach, any urban intervention and construction of urban projects should be prudent and based on this view. Undoubtedly, conducting studies on" ATAF" is an essential step towards achieving these important goals. The present study evaluates the effects and socio-cultural consequences (ATAF) of Saeed Abad Highway in district quantitative and qualitative methods (interview and observation) has been used in the study. Research data have been collected through individuals and residents of the highway area who are likely to be affected by the Saeed Abad project. The theoretical approach of the research is Lefebvre's theory of the social dimensions of urban spaces. The research findings show that Saeed Abad urban project, like any other projects, has positive consequences and effects such as facilitating public transportation, and negative consequences such as dissatisfaction of project opponents, psychological pressure on residents, creating hangouts for drug dealers, destruction of green space and gardens and increase of environmental pollution.
