ارزيابي عملكرد شهرداري‌هاي مناطق هشت‌گانه شهر اهواز در چارچوب الگوي حكمراني خوب شهري

Performance Evaluation of Municipalities in Eight Districts of Ahvaz in the Framework of Urban Good Governance

تجربه كشورهاي تمركزگرا نشان داده است كه نگاه يك‌سونگر و از بالا به شهر، مشكلات زيادي را به بار خواهد آورد كه تنها راه براي رفع آن، ايجاد الگويي انعطاف‌پذير مي‌باشد؛ الگويي كه بتواند همه اركان تأثيرگذار بر شهر را مورد توجه قرار دهد. به نظر مي‌رسد الگوي حكمراني خوب شهري پيشنهاد مناسبي براي وضعيت شهرهاي امروزي باشد. بر همين اساس پژوهش حاضر سعي نموده كه مؤلفه‌هاي اصلي حكمراني خوب شهري را مورد مطالعه قرار داده و با معرفه‌سازي از مؤلفه‌هاي كلان حكمراني خوب شهري، ميزان رعايت اصول حكمراني خوب شهري را در شهرداري‌هاي مناطق هشت‌گانه شهر اهواز مورد بررسي قرار دهد. اين پژوهش از منظر ماهيت، كاربردي و از لحاظ روش مطالعه، توصيفي- تحليلي مي‌باشد. شيوه جمع‌آوري اطلاعات پيمايشي- كتابخانه‌اي مي‌باشد. جامعه آماري شامل سه گروهِ شهروندان (ساكنان مناطق هشت‌گانه شهر اهواز)، بخش دولتي (ادارات آب، برق و گاز) و همچنين بخش خصوصي (شركت‌هاي پيمانكاري و بخش خصوصي تأثيرگذار بر شهر) مي‌باشد. در ادامه به تجزيه و تحليل داده‌ها با استفاده از آزمون تحليل واريانس يك‌طرفه، تست دانكن و ضريب همبستگي پيرسون مبادرت گرديده است. نتايج حاصله حاكي از آن است كه عملكرد كلي شهرداري شهر اهواز، در چارچوب الگوي حكمراني خوب شهري نمي‌باشد. همچنين بين شهرداري‌هاي مختلف مناطق هشت‌گانه شهر اهواز اختلاف عملكرد وجود دارد.

The experience of centralized countries have shown that one side and an up- down prospective to cites, which will bring many problems that the only way to resolve them, is to create a flexible model, a model that can considerate all affecting organs on city. It seems that the pattern of urban good governance in today's situation of cities be a good proposal. Accordingly, this study tried to study the main components of urban good governance and with definiteness the major components of urban good governance, examined the principles of good governance in municipalities in eight districts in Ahwaz. The study in nature is applied and research methods is descriptive and analytical. Method of collecting data is library- survey method. Statistical population included three groups of citizens (residents in Ahwaz), public sector (water, electricity and gas offices) as well as the private sector (contracting companies and private sector affecting on city). Attempts continued to analyze the data using one-way ANOVA, Duncan test and Pearson's correlation coefficient. The results suggest that the overall performance of the municipality of Ahvaz is not in the framework of urban good governance. Also there are differences in performance among the municipalities in eight districts in Ahwaz.
