تعيين عوامل فردي و سازماني موثر بر ارتقاي اثر بخش دوره هاي آموزش تخصصي تكميلي افسران ارشد رسته انتظامي(مورد مطالعه مجتمع آموزشي فاتب)

Determining effective individual and organizational factors to increase efficiency of specialized training for law enforcement officers Under study Fateb training centre

اين پژوهش با هدف ارزيابي كيفيت آموزش، به بررسي اثربخشي آموزش هاي تخصصي تكميلي افسر ارشدي پرداخته است. از اين منظر كه رسته انتظامي به عنوان رسته اصلي و مرجع در نيروي انتظامي از اهميت و اعتبار خاص برخوردار باشد.توجه به اينكه نيروي انساني مهمترين عامل براي رسيدن هر سازمان به اهداف خود مي باشد و علت عقب ماندگي آنها نقصان در مهارت و تخصص سرمايه هاي انساني است، در اين راستا طراحي و اجراي آموزش هاي عرضي مناسب براي دستيابي به اهداف مورد نظر و افزايش بهره وري افسران ارشد اهميت ويژه اي نشان مي دهند. اين تحقيق عوامل تاثير گذار بر مهارت افسران ارشد رسته انتظامي را در محل هاي خدمتي مورد بررسي قرار داده تا بتواند با ريشه يابي مطلوب، راه كار هاي مناسب براي افزايش توانايي ، مهارتي و دانش رسته اي افسران ارشد بدست آورد. با هدف تبيين شده در بالا، اين پژوهش به سه سوال فرعي پاسخ مي گويد. در اين سوال ها نقش عوامل فردي و سازماني موثر بر اثر بخشي دوره مذكور و رتبه بندي آن عوامل ، مورد بررسي قرار گرفته است. تحقيق حاضر از لحاظ هدف كاربردي و از لحاظ روش ، توصيفي است. جامعه آماري اين تحقيق افسران ارشد رسته انتظامي نيمه اول سال 93 فاتب مي باشد.كه تعداد آنان 98نفر مي باشد. گرد آوري داده هاي اين تحقيق از طريق پرسش نامه محقق ساخته پنج گزينه اي با طيف ليكرت شامل 39 گويه انجام شده است. داده هاي جمع آوري شده جامعه تمام شمار، با استفاده از نرم افزار spss مورد تجزيه و تحليل قرار گرفته است. پايايي پرسشنامه با توجه به ضريب آلفاي كرونباخ 0/901، از سطح بالايي برخوردار است. نتايج حاصل از رگرسيون خطي در مورد عوامل فردي حاكي از آن است كه با توجه به مقادير بتاي محاسبه شده، انگيزه و مطالعه، دو عامل فردي مؤثر بر اثربخشي دوره هاي آموزش افسران ارشد انتظامي مي باشد در حاليكه عامل فردي تحصيلات تأثير معناداري ندارد. آزمون رگرسيون در خصوص عوامل سازماني نيز نشان داد كه محتواي دروس، برنامه ريزي و نظم و همين طور مكان اجراي دوره، سه عامل سازماني مؤثر بر اثربخشي دوره هاي مذكور مي باشد.

The goal of this research is to assess the quality of training. This examines effectiveness of specialized training for officers. Considering that law enforcement has importance as a main class in Police department, and human resource is a most important factor for each organization to reach their goals as well as their lack of progress due to unskillful and unspecialized human resources, implementation of suitable cross-training has main importance to reach these goals and increase the efficiency of officers. This research examines effective factors in law enforcement officers’ skills in their place of duty to find suitable solutions to increase ability, skill and knowledge of officers. Considering above mentioned goals, this research answers to three questions. In these questions the role and ranking of individual and organizational factors for effectiveness of training were examined. This research is applicable from goal perspective and has used descriptive method. Sample population of this research is Fateb law enforcement officers for first half period of year ninety three. Data needed for this research was gathered by questionnaire which consisted of thirty nine questions with five options. Gathered data was analyzed by spss software. Questionnaire has high confidence of zero point nine zero one with alpha koronbakh. Results from regression for individual factors shows that considering calculated Beta, motivation and study are two effective individual factors for effectiveness of training for law enforcement officers; however, individual factor of education doesn’t have much effectiveness. Regression also fororganizational factors showed that content of courses, planning and order, and also place of training are three organizational factors that have positive effects on training.
