تبيين جايگاه و نقش پليس امنيت اقتصادي در تحقق اهداف بيانيه گام دوم انقلاب اسلامي ايران

Determining the Position and Role of Economic Security Police in Achieving the Objectives of the Second Step of the Islamic Revolution of Iran

پليس امنيت اقتصادي يكي از يگان هاي نيروي انتظامي جمهوري اسلامي ايران به عنوان ضابط قوه قضائيه سابقه مبارزه با جرم و مجرمين را در بين پليس هاي كشف جرم در شناسنامه خود داشته و به عنوان جديد ترين نهاد كشف جرم در حوزه هاي مبارزه با انواع جرائم اقتصادي و مبارزه با قاچاق كالا و ارز و همين طور كشف و ضبط انواع ادله هاي اثباتي جرم، دستگيري متهمين و مجرمين و ممانعت از فرار و اختفاء آنها به ايفاي وظيفه مي پردازد. مقام معظم رهبري در بيانيه گام دوم انقلاب اسلامي به مسئله اقتصاد اشاره و راه رسيدن به اهداف اقتصاد مقاومتي ،وظيفه پليس به خصوص وظيفه پليس امنيت اقتصادي را در جهت مبارزه با قاچاق كالاو ارز و جرائم اقتصادي نمايان كرده است.لذا شاخص هاي اقتصاد مقاومتي و دستيابي به اهداف برابر بيانيه گام دوم انقلاب نيازمند رويكردي جهادي، انعطاف پذير، فرصت ساز، مولد، درون زا، پيشرو و برون گرا را مدنظر دارد. بنابراين عوامل اقتصادي، عامل اساسي براي تمام ساختارهاي اجتماعي بوده و تاثيرات قابل توجهي بر روي فعاليت هاي فردي از جمله وقوع جرم دارد. از آنجا كه مقوله اقتصاد ( اقتصاد مقاومتي) در سالهاي اخير در كشور مورد توجه قرار گرفته و تحقيق حاضر كوششي در اين راستا است. در اين مقاله سعي شده است تا از زاويه بيانيه گام دوم انقلاب نقش اقتصاد مقاومتي در رشد اقتصادي از طريق مبارزه با قاچاق كالا و جايگاه پليس در تراز انقلاب اسلامي در تحقق اين مهم مورد بررسي و تحقيق قرار گيرد.

The Economic Security Police, one of the Islamic Republic of Iran’s police units acting as the Judiciary law enforcement arm, has a background of countering crimes and criminals among crime detection police in its record and performs its duties as the newest crime detection establishment in the fields of economic crimes and combating against goods and currency smuggling and detecting and maintaining different crime evidence, arresting culprits and criminals and preventing them from escaping and hiding, as well. The Supreme Leader has pointed to the issue of economy in the Second Step of the Islamic Revolution and ascertained the method of achieving Resistance Economic Objectives, police duties, particularly the duties of the Economic Security Police in countering currency and goods smuggling and economic crimes, as well. Therefore; according to the Second Step of the Islamic Revolution communiqué, the indexes of the Resistance Economy and achieving its objectives require a Jihadi approach, resiliency, opportunity making, generative, internal, pioneer and external matters. Therefore; economic factors are the essential factors for all the society structures and have considerable effects on individual activities such as the occurrence of crimes. Since the issue of economy (Resistance Economy) has been in the spotlight in our country in recent years, the present research is an effort in this regard. This Article attempts to review and investigate, from the Second Step of the Revolution perspective, the role of Resistance Economy in the economic growth through combating against goods smuggling and the position of police in the Islamic Revolution in achieving this important issue.
