بررسي عوامل موثر در پيشگيري وضعي از سرقت كابل هاي برق (مطالعه موردي شهرستان ايلام 95-94)

زمينه و هدف: اقدامات و تدابير پيشگيري وضعي با هدف مداخله در شرايط و وضعيت جرم به منظور حذف فرصت ارتكاب جرم انجام مي‌پذيرد. لذا اين پژوهش باهدف شناسايي عوامل مؤثردر پيشگيري وضعي ازسرقت كابل هاي برق شهرستان ايلام انجام گرفته است روش‌شناسي: تحقيق حاضر ازنظر هدف، كاربردي و ازنظر ماهيت تحقيق، توصيفي-تحليلي مي‌باشد.از نظر روش تحقيق آميخته مي‌باشد.جامعه آماري، شامل 15نفر ازخبرگان و متخصصين حوزه كشف جرم مي‌باشد، كه به طريق كيفي از طريق مصاحبه عميق در شناسايي مؤلفه هاي مؤثر در پيشگيري از سرقت وضعي اموال دولتي(كابل هاي برق) همكاري نمودند و نظرات مستخرجه آنها به طريق كمي در قالب يك پرسشنامه براي 40 نفر نمونه از كاركنان آگاهي طراحي گرديده و به عنوان مؤلفه‌هاي نهايي درپيشگيري از سرقت وضعي اموال دولتي(كابل هاي برق) تعيين گرديده‌اند. جهت روايي پرسشنامه از نظرات اساتيد راهنما، مشاوره و متخصصين استفاده شده است و براي تعيين پايايي با استفاده از ضريب آلفاي كرونباخ(83/0)محاسبه گرديد. براي آزمون داده‌ها، از نرم افزار21 spss و Lisrelاستفاده شده است. يافته ها: يافته‌ها نشان مي‌دهد كه عوامل فني با ميانگين رتبه 1/58 كمترين تأثير و عوامل زمينه‌اي با ميانگين رتبه 2/52 بيشترين تأثير بر پيشگيري وضعي ازسرقت كابل هاي برق شهرستان ايلام داشته است. نتايج: با توجه به نتايج حاصله، عوامل ساختاري و فني و زمينه اي و زيرساخت‌هاي آن از مهمترين عوامل مؤثر برپيشگيري وضعي ازسرقت كابل هاي برق شهرستان ايلام مي‌باشد كه مساعي مديران سازمان براي رفع مشكلات و جلوگيري از گسترده شدن آسيب‌ها را مي‌طلبد.

Background and Aim: Positive preventive measures and measures are taken to intervene in crime situations to eliminate the opportunity for crime. The purpose of this study was to identify the effective factors in preventing the theft of electrical cables in Ilam city. Methodology: The purpose of the present study is applied and descriptive-analytical in terms of the nature of the research. The research method is mixed. The statistical population includes 15 experts and experts in the field of crime discovery. Through in-depth interviews, they collaborated in identifying the effective components in preventing state property theft (power cables) and their opinions were quantified through a questionnaire designed for a sample of 40 conscientious staff and as final components. The validity and reliability of the questionnaire were evaluated using the opinions of supervisors, consultants and experts, and reliability was calculated using Cronbach's alpha coefficient (0.83). SPSS 21 and LISREL were used to test the data. Findings: The results showed that technical factors with average rating of 1.58 had the least effect and background factors with average rating of 2.52 had the most effect on preventing the theft of electrical cables in Ilam city.
