Investigate the measures taken by the police to increase public security and optimize the process of execution of police affairs in the horizon of 1404

هدف پژوهش بررسي اقدامات كلانتري در جهت افزايش امنيت‌عمومي و بهينه‌سازي روند اجراي امور كلانتري‌ در افق 1404 بوده است. پژوهش از نظر هدف كاربردي و از نظر روش از نوع كيفي است كه شامل، روش زمينه‌يابي از نخبگان و روش كتابخانه‌اي و اسنادي جهت استخراج نظرات علمي درخصوص روشهاي افزايش امنيت عمومي استفاده شده است. جامعه‌آماري شامل نخبگان، صاحبنظران و مسؤولين ذيربط رؤساي سر كلانتري‌ها و نيز كلانتري‌هاي تهران درخصوص افزايش امنيت‌عمومي بوده است، حجم‌نمونه در مصاحبه با نخبگان و مسؤولين‌ درحد اشباع مدنظر بوده است. ابزار گردآوري اطلاعات مصاحبه حضوري نيمه‌ساخت يافته بوده است و تجزيه و تحليل آن بصورت متن آورده شده است. نتايج تحقيق حاكي از آن است كه سه مقوله آموزش و اطلاع‌رساني، اقدامات تعاملي و جلب همكاري و اقدامات اطلاعاتي و عملياتي ازجمله اقداماتي است كه در كلانتري ها بايد صورت گيرد. علاوه برآن، 22 اقدام از سوي پاسخگويان در زمينه‌ بهينه‌سازي روند اجراي امور در كلانتري‌ها در افق 1404 پيشنهاد شد كه مهمترين آنها، استفاده بهتر از فن‌آوري‌هاي پيشرفته خصوصاً در بخش اطلاعات و عمليات بود. همچنين ساير اقدامات مورد نياز بهينه‌سازي در افق 1404 در چهار مقوله دسته‌بندي شده كه دسته اول، به بهينه‌سازي اقدامات ارتباطي و الكترونيكي، دسته دوم، به بهينه‌سازي امكانات و تجهيزات، دسته سوم به بهينه‌سازي نيروي انساني و بكارگيري پرسنل متخصص و دسته چهارم به وظايف و ساختار كلانتري‌ها برمي‌گردد .همچنين براي‌افزايش امنيت‌عمومي كاركنان كلانتري‌ها در افق 1404 اقداماتي در پنج دسته بندي، اقدامات مادي، قضايي، معنوي، آموزش، سازماني و ساختارگنجانده شده است.

The purpose of the study was to investigate the measures taken by the police in order to increase public safety and optimize the process of execution of police affairs in the 1404 horizons. The research is applied in terms of purpose and in terms of qualitative method, which includes the elite approach and library and documentary methods for extracting scientific opinions about methods of increasing public security. The community was composed of elites, experts and relevant authorities of head of headquarters and Tehran's police stations about increasing public security. The volume has been considered in interviews with elites and officials at saturation level. The data gathering tool has been semi-structured interviews and its analysis is presented in text. The results of the research indicate that the three categories of education and information, interactive actions and cooperation and information and operational actions are among the measures that must be taken in the police station. In addition, 22 responses were proposed by the respondents in optimizing the process of conducting affairs at the police stations at 1404 horizons, the most important of which was the better use of advanced technologies, especially in the information and operations sector.
