تحولات زندگي مشكلاتي در كشورهاي مختلف ايجاد نموده است. اين مشكلات از عدم تطابق نيازهاي جمعيت شهري با توانايي‌هاي مديريت‌هاي شهري در پاسخ به آنها ناشي مي‌شود و از آنجا كه شهر موجودي پويا است نيازمند به مديريت يكپارچه مي‌باشد. هدف از پژوهش تحليل معيارهاي مديريت يكپارچه شهري تهران است. روش تحقيق از نوع توصيفي- تحليلي مي‌‌‌باشد و با استفاده از روش كتابخانه‌اي به جمع آوري اطلاعات پرداخته شده است. جامعه آماري اين پژوهش شامل كارمندان شهرداري تهران است و با توجه به گستردگي جامعه آماري از روش نمونه‌گيري تصادفي خوشه‌اي استفاده شده و اطلاعات يدست آمده با استفاده از روش دلفي و تكنيك تاپسيس تحليل شده و در نتيجه به رتبه‌بندي معيارها پرداخته شده است كه معيار مشروعيت مديران در ساختار مديريت يكپارچه شهري با كسب امتياز 0/735193 توانسته است جايگاه نخست را به خود اختصاص دهد .

The changes in life have created problems in different countries. These problems arise from the mismatch of the needs of urban populations with the capacity of urban management in response to them an‎d since the city has a dynamic inventory, it needs integrated management. The purpose of this research is to analyze the criteria for integrated urban management in Tehran. The research method is descriptive-analytical and is used to collect information using a library method. The statistical population of this research includes the employees of Tehran municipality and according to the wide range of statistical population, cluster random sampling method was used. an‎d the information provided has been analyzed using the Delphi method and the Tapsis technique and has therefore been ranked in the criteria. The criterion of the legitimacy of managers in the integrated urban management structure with a score of 0. 735193 won the first place.
