جايگاه آينده پژوهشي در تدوين سناريوهاي توسعه پايدار شهري موردكاوي: شهر شيراز

The Significance of “Future Studies” in Urban Sustainable Development Scenarios (Case Study: Shiraz City)

امروزه دستيابي به توسعه پايدار شهري يكي از مهمترين اهداف مديران شهري در تمامي كشورهاي توسعه يافته و اغلب كشورهاي در حال توسعه است. از آنجايي كه توسعه پايدار شهري تحت تأثير عوامل اقتصادي، اجتماعي فرهنگي و زيست محيطي مختلفي است، دستيابي به آن، چه در حال و چه در آينده مستلزم شناسايي دقيق عوامل كليدي مؤثر بر آن و همچنين تأثيراتي كه اين عوامل بر يكديگر دارند، مي باشد. هدف پژوهش حاضر در مرحله اول شناسايي پيشران هاي كليدي مؤثر بر توسعه پايدار شهر شيراز و بررسي چگونگي تأثيرگذاري اين پيشران ها بر يكديگر و در مرحله دوم رسيدن به سناريوهاي مطلوب توسعه پايدار شهري شيراز در آينده مي باشد. پژوهش حاضر به لحاظ هدف، كاربردي و از لحاظ ماهيت و روش بر اساس روش هاي جديد علم آينده پژوهي، تحليلي و اكتشافي است كه در سه مرحله تعيين شاخص هاي كليدي از طريق روش دلفي و شناسايي پيشران هاي كليدي با استفاده از نرم افزار MicMac بر پايه روش تحليل اثرات متقاطع و ارائه سناريوهاي مطلوب با استفاده از ScenarioWizard انجام گرفته است. نمونه مورد مطالعه در مرحله اول 50 نفر از خبرگان مديريت شهري شيراز بوده است و در مرحله دوم 20 نفر و در مرحله سوم 10 نفر به صورت هدفمند، انتخاب گرديده اند. نتايج مرحله اول نشان داد در مجموع 10 عامل كليدي در توسعه پايدار شهر شيراز تأثيرگذارند و اين عوامل بيشترين تأثيرگذاري و كمترين تأثيرپذيري را بر آينده توسعه پايدار شيراز دارند. در مرحله دوم دو سناريوي مطلوب توسعه پايدار شيراز كه بيشترين وضعيت هاي مطلوب در هر پيشران كليدي داشته اند، ارائه گرديده است.

Today, achieving sustainable urban development is one of the most important goals of urban managers in all developed and most developing countries. Since the urban sustainable development is influenced by various economic, socio-cultural and environmental factors, achieving this, in present and in the future, requires accurate identification of the key factors affecting it, as well as the effects these factors have on each other. This research’s goal, in the first step is identify key drivers effective on sustainable development in Shiraz and the influence these propellers on each other and in the second step is achieving favorable scenarios for sustainable urban development in Shiraz in the future. This research, in terms of purpose, is a practical and in terms of nature and method is analytical and exploratory that is done based on new methods of future science research and it has been done in three steps determine key indicators through the Delphi method and identify key drivers using the MicMac Software based on cross-impact analysis method and provide favorable scenarios using Scenario Wizard Software. The sample was in the first stage 50 experts from Shiraz management and it was in the second stage 20 person and in the third stage, there were 10 person who were chosen purposefully. In the first stage, results showed an influence by the total of 10 key factors in the sustainable development of Shiraz .Secondly, two favorable scenarios for sustainable development of Shiraz which had the most favorable status in every key driver is presented.
