بررسي نابرابري در تخصيص اعتبارات بودجه استاني و تاثير آن بر نابرابري درآمدهاي منطقه‌اي در ايران

Inequality of Provincial Budget Allocation and its Impact on Inequality of Regional Income in Iran

نابرابري استاني داراي ابعاد اقتصادي، اجتماعي و فرهنگي است. يكي از دغدغه‌‌هاي اصلي برنامه‌ريزان و سياست‌گذاران در برنامه‌هاي توسعه اقتصادي، كاهش فقر و نابرابري درآمدهاي استاني است. بنابراين، دولت از طريق ابزار تخصيص بودجه مي‌تواند نابرابري در درآمدهاي استاني را كاهش دهد و تعادل در استان‌ها ايجاد كند. در اين مقاله به بررسي تاثير نابرابري در تخصيص اعتبارت بودجه سرانه استاني بر نابرابري درآمدهاي سرانه استاني با استفاده از روش داده‌هاي تابلويي پويا در دوره زماني (1395-1384) در 30 استان پرداخته مي‌شود. نتايج بيانگر اين است كه افزايش در نابرابري تملك دارايي‌هاي سرمايه‌اي سرانه استاني، نابرابري در درآمد سرانه استاني را كاهش داده است. اين نتيجه بيانگر افزايش سرمايه‌گذاري دولت در زيرساخت‌ها و سهم بالاتر اعتبارات عمراني دولت در استان‌هاي كمتر توسعه‌يافته است. همچنين با افزايش در نابرابري اعتبارات هزينه‌اي سرانه استاني، نابرابري در درآمد سرانه استاني افزايش يافته است، زيرا افزايش در نابرابري اعتبارات هزينه‌اي سرانه در استان‌ها مي‌تواند باعث ارائه نامتوازن خدمات عمومي و افزايش در نابرابري درآمد سرانه استاني شود.

Regional inequality has economic, social and cultural dimensions. One of the main concerns of planners and policymakers in economic development programs is reduction of poverty and inequality based on provincial income per capita. Therefore, through budget allocation tools, the government can reduce inequalities in provincial incomes per capita and create more balance among provinces. In this paper, the effects of inequality in the allocation of provincial budget on provincial inequalities are estimated using dynamic panel data method for period 2005-2016 in 30 Iranian provinces. The estimation results indicate that the increase in inequality of provincial capital formation budget has reduced inequality in provincial income. This result indicates an increase in government investment in infrastructure and a higher share of government development budget in less-developed provinces. Also, with increasing inequality in provincial current per capita budget, inequality in regional income has increased; because an increase in inequality of current per capita budget in the provinces can lead to unbalanced public service provision and an increase in inequality of income per capita.
