The Pathology of Iran's Position in Global Doing Business Ranking According to General Policies

بانك جهاني بصورت سالانه و از طريق نظرسنجي از فعالان بخش خصوصي در هر كشور، رتبه‌بندي تحت عنوان "انجام كسب و كار" در رابطه با بهبود فضاي كسب و كار در بين 190 كشور جهان ارائه مي‌نمايد كه بيانگر ميزان سهولت شروع، تداوم و گسترش كسب و كار كشورها است. در سياست‌هاي كلي نظام از قبيل سياست‌هاي كلي اشتغال، سياست‌هاي كلي توليد ملي، حمايت از كار و سرمايه ايراني و سياست‌هاي‌كلي برنامه ششم توسعه به بهبود اوضاع كسب و كار و ارتقاء جايگاه ايران در اين شاخص تأكيد شده است. در همين راستا در اين مقاله با روش اسنادي و براساس گزارش انجام كسب و كار 2020 بانك جهاني به بررسي جايگاه ايران در هر كدام از زيرشاخص‌ها و مؤلفه‌هاي آن در مقايسه با كشورهاي اول جهان و منطقه در همان زيرشاخص پرداخته شده است. براساس نتايج پژوهش مشخص گرديد كه عمده مشكل اساسي ايران معطوف به مدت زمان و تعداد مراحل اخذ مجوزهاي كسب و كار و قدرت حقوق قانوني مربوط به كسب و كار است. براساس نتايج پژوهش راهكارهاي پيشنهادي در دو محور كاهش بروكراسي اداري و تغييرات قانوني ارائه شده است.

The World Bank annually ratings "Doing Business" in terms of improving the business environment of 190 countries, surveying private sector activists in each country, indicating ease of starting, maintaining and expanding business. The overall policies of the system, such as employment general policies, general policies of national production, support for the Iranian labor and capital, and Sixth Development Plan General Policies have emphasized the improvement of business conditions and the promotion of Iran's position. In this regard, this paper, by documentary method and based on World Bank's 2020 Doing Business Report, Iran's position in each of its sub-indices and components is compared with the first world countries and region in the same sub-index. Based on the results of the research, it was found that the major problem of Iran is related to the time and the number of stages of obtaining business licenses and the legal force of business rights. Based on the results of the research ، the proposed strategies are presented in two areas: reduction of administrative bureaucracy and legal changes.
