كميته رفع تبعيض نژادي به منظور دستيابي به نظامي كارآمد در عرصه گزارش دهي دولت ها و همچنين تكميل كردن دامنه موضوعات و مفاهيم كنوانسيون در زمينه تبعيض نژادي، دست به ارايه تفاسير موسعي در خصوص مفهوم و دامنه كنوانسيون زده است. در همين رابطه كميته، نظرات تكميلي و توسعه اي متعددي در حوزه مفاهيم مرتبط با كنوانسيون ازجمله در خصوص مبارزه با سخنان تنفرآميز نژادي، حق تعيين سرنوشت، گروه هاي جابجا شده داخلي و آوارگان، مردمان بومي، غير اتباع و تبار ارايه نموده است. كميته رفع تبعيض نژادي همچنين نوآوري هايي در جهت ارتقاء مكانيسم نظارت بر گزارش هاي ادواري دولت هاي عضو ارايه نمود و سازوكار ورود در مراحل ابتدايي و نقطه هاي آغازين منازعات با عنوان هشدار اوليه و اقدام فوري را طراحي نمود. هرچند كميته رفع تبعيض نژادي مشكلات دولت ها را در زمينه نژادپرستي و تبعيض نژادي مورد شناسايي قرار داده است، اما چارچوب نظام و معاهده كنوني جوابگوي تفاسير كميته از مفاد كنوانسيون در برابر وضعيت هاي مختلف به وجود آمده نيست و درنتيجه به تدريج شاهد ظهور و شكل گيري سازوكارهاي جديد در اين حوزه هستيم. در اين راستا با توجه به عضويت كشورمان در كنوانسيون مذكور، بررسي وضعيت موجود و شناخت روند تكميلي پيش رو از اهميت و ضرورت زيادي برخوردار خواهد بود.

The Committee on the Elimination of Racial Discrimination has come up with in-depth interpretations of the concept and scope of the Convention in order to achieve an effective mechanism of reporting by member states, as well as to fill the conceptual gaps of the Convention on Racial Discrimination. In this regard, the Committee has presented a number of complementary and developmental views on the concepts related to the Convention, including combating against hate speech, the right to self-determination, refugees and internal displaced persons, indigenous peoples, non-citizens and descent. The Committee on the Elimination of Racial Discrimination also introduced initiatives to enhance the monitoring mechanism for the periodic reports of member states and designed the mechanism for entry into the early stages and the initial points of the disputes, entitled "Early Warning and Urgent Procedure". Although the Committee on the Elimination of Racial Discrimination has acknowledged the problems of States in the field of racism and racial discrimination, the Committee's interpretations of the Convention do not respond to the various situations that have arisen within the framework of the current system and treaty and We are witnessing the emergence and formation of new mechanisms in this area. The observation of the situation with regard to the membership of our country in the above-mentioned Convention and recognition of the process is a necessity.
