صيانت از سرمايه هاي انساني در مديريت شهري باعث حفظ دارائي هاي مادي يا معنوي انساني مي شود و مقاومت و پايداري مردمي در برابر تهديدات باعث ارتقاء توان ايستادگي، دوام و استحكام مردمي در برابر مخاطرات بوده و استقلال هر جامعه در باور توانمندي ها و شناخت توانائي ها و در نهايت با اتكاء به خود بوده و دغدغه و مسئله اصلي اين تحقيق فقدان يك الگوي مدون علمي بومي مي باشد. سوال اصلي تحقيق « صيانت از جمعيت شهري در برابر تهديدات دشمن با رويكرد پدافندغيرعامل چيست» مي باشد. نوع اين تحقيق كاربردي توسعه اي است. روش انجام اين تحقيق از رويكرد آميخته شامل دو رويكرد كيفي مبتني بر روش دلفي بعلاوه مطالعه اسنادي و كتابخانه اي و رويكرد كمي با تمركز بر روش توصيفي پيمايشي مي باشد. جامعه آماري را صاحب نظران، خبرگان و اعضاي هيئت علمي كشوري و لشگري تشكيل دادند. حجم جامعه آماري 15 نفر و از بين آ نها براساس فرمول كوكران 9 نفر انتخاب شده است.
