تبيين عوامل موثر بر شكل‌گيري نظام نوآوري بخشي (مورد مطالعه: هوانوردي عمومي جمهوري اسلامي ايران)

Explanation the formation of Sectoral Innovation System, Case: General Aviation industry of I.R. of Iran

با گذشت بيش از دو دهه از ظهور مفاهيم نظام‌هاي نوآوري ، تنها 6% از مطالعات در حوزه نظام نوآوري بخشي بوده است. نوآوري و تغييرات فناورانه به شدت تحت تأثير بخشي كه در آن رخ مي‌دهند، قرار دارند. در نقشه جامع علمي كشور، بخش هوافضا جزو اولويت‌هاي «الف» فناوري تعيين شده است. بخش هوايي با وجود يك نظام نوآوري كارآمد مي‌تواند در توسعه اقتصادي و حتي ديپلماسي علم و فناوري با ساير كشورها تاثير گذار باشد. هدف اين مقاله تبيين عوامل موثر بر شكل‌گيري نظام نوآوري بخشي در اين بخش است. پس از مرور ادبيات، نظام‌ نوآوري بخشي و وجه اشتراك آن با نظام نوآوري فناورانه و دو رويكرد ساختارمداري و كاركردمداري، مرور شدند. سپس مدل پژوهش، بر اساس اثرگذاري كاركردها بر ساختارها شناسايي شد. در ادامه با ابزار پرسشنامه و بهره گيري از نظر خبرگان و با استفاده از روش مدل­سازي معادلات ساختاري مدل استخراج شده با ابزار پرسشنامه بررسي شد. پرسشنامه ها بطور تمام شماري بين خبرگان توزيع شد و نتايج با نرم افزار Smart PLS تحليل شد. نتايج نشان داد مولفه‌هاي كاركردمداري اشاعه دانش و ايجاد مشروعيت، در هوانوردي عمومي ايران ضعيف هستند كه بايد براي مرتفع كردن آن اقدام شود.

Over two decades after the emergence of the concepts of innovation systems, only 6% of studies have been in the field of innovation. Innovations and technological changes are heavily influenced by the sector in which they occur. In the countrychr('39')s comprehensive scientific map, the Aviation sector is in group "A" of priorities of technologies. With an efficient innovation system, the aviation sector can influence on economic development and even science and technology diplomacy with other countries. The purpose of this article is to explain the factors affecting the formation of aviation sectoral innovation system. After reviewing the literature, the innovation system was reviewed and its contribution to the system of technological innovation and two structural and operational approaches were indagated. Then, the research model was identified based on the effectiveness of the functions on the structures. In the next step, the model of structural equations was extracted using questionnaire. It was distributed among experts and the results were analyzed using Smart PLS software. The results showed that the operating parameters of knowledge distribution and legitimacy are weak in Iranchr('39')s general aviation, which should be addressed to overcome it.
