تبيين عوامل مرتبط با اجراي خط مشي هاي اداره كل منابع طبيعي و آبخيزداري و ارائه مدلي مطلوب

Determining the factors associated with policies' implementation the Department of Natural Resources and Watershed Khorasan Razavi province and presenting desirable model

هدف پژوهش حاضر، تبيين عوامل مرتبط با اجراي خط مشي هاي سازمان است. پژوهش حاضر، از نظر هدف كاربردي، در دسته پژوهش هاي توصيفي و به روش پيمايشي و مبتني بر ابزار پرسشنامه اجرا شده است. در اين پژوهش، ابتدا عوامل مرتبط با اجرا از مجموعه مقالات و مصاحبه هاي خبرگي، شناسايي شده و از بين آنها، 7 عامل و 30 شاخص كه جامعيت بيشتري داشتند، انتخاب و مدل اوليه به صورت فرم نظرسنجي به همراه سوالات باز، در اختيار خبرگان قرار گرفت كه پس از اجراي فن دلفي، 8 عامل و 37 شاخص شناسايي شدند. جامعه آماري اين پژوهش، در مرحله دلفي، 30 نفر از كارشناسان ارشد سازماني مجري خط مشي ها و اساتيد داراي مدرك دكتري مديريت دولتي گرايش تصميم گيري و خط مشي گذاري و چند نماينده مجلس و يك نفر از اعضاي مجمع تشخيص مصلحت نظام و در مرحله سنجش اعتبار مدل، 120 نفر مدير و كارشناس و كارمند حوزه حفاظت و امور اراضي اداره كل منابع طبيعي و آبخيزداري استان خراسان رضوي و 28 اداره تابعه در شهرستان هاي اين استان است و به كمك فرمول مورگان حجم نمونه 92 نفر محاسبه شد. روش تجزيه و تحليل اطلاعات، معادلات ساختاري در نرم افزار ليزرل است. نتايج بيانگر تاييد مدل پيشنهادي بود.

the aim of this study was to determine the factors associated with implementation he organization's policies. The Purpose is functional and carried out in the descriptive research category; and survey method and questionnaire-based. First, in this study, the factors associated with the implementation were identified of many inside and outside articles and interviews with organization experts, among them 7 factor and 30 comprehensiveness and frequency index was selected, and the basic model for surveys along with open questions presented to the experts. After implementation the Delphi technique, 8 factors and 37 indexes were identified. Statistical Society of this research at Delphi, including 30 institutional experts and masters of Public Administration and at validity level includes 120 manager and employee of Khorasan Razavi protection field and Department of Natural Resources and Watershed Land and 28 subsidiary offices in the provinces in which Morgan formula sample size was 92. Methods of data analysis, structural equation modeling technique is in LISREL software. The results confirmed the model was proposed.
