چكيده فارسي :
در اﻳﻦ ﺗﺤﻘﻴﻖ ﺑﻪ ﺷﻨﺎﺳﺎﻳﻲ ﻣﻮاﻧﻊ اﺟﺮاي ﻣﺎده 36 ﻗﺎﻧﻮن ﻣﺪﻳﺮﻳﺖ ﺧﺪﻣﺎت ﻛﺸﻮري در ﺑﺎﻧﻚ ﻣﻠﻲ در ارﺗﺒﺎط ﺑﺎ اﺻﻼح ﻓﺮاﻳﻨﺪﻫﺎي ﻛﺎري ﭘﺮداﺧﺘﻪ ﺷﺪ. ﺗﺤﻘﻴﻖ از ﻧﻈﺮ ﻫﺪف ﻛﺎرﺑﺮدي و از ﻧﻈﺮ ﻣﺴﻴﺮ ﺗﻮﺻﻴﻔﻲ، ﭘﻴﻤﺎﻳﺸﻲ و ﻫﻤﺒﺴﺘﮕﻲ ﺑﻮد. ﺟﺎﻣﻌﻪ آﻣﺎري ﺗﻤﺎﻣﻲ ﻛﺎرﻛﻨﺎن اداري ﺷﺎﻏﻞ در اداري ﺑﺎﻧﻚ ﻣﻠﻲ اﺳﺘﺎن ﻗﺰوﻳﻦ ﺑﻮدﻧﺪ ﻛﻪ ﺗﻌﺪاد آﻧﻬﺎ ﺟﻤﻌﺎ 400 ﻧﻔﺮ ﺑﻮد. ﻛﻪ از ﺟﺎﻣﻌﻪ آﻣﺎري ﺑﺎ اﺳﺘﻔﺎده از روش ﻧﻤﻮﻧﻪ ﮔﻴﺮي ﺗﺼﺎدﻓﻲ ﺳﺎده ﻧﻤﻮﻧﻪ ﮔﻴﺮي ﺻﻮرت ﮔﺮﻓﺖ و ﺣﺠﻢ ﻧﻤﻮﻧﻪ ﻛﻞ 196 ﻧﻔﺮ ﺑﺪﺳﺖ آﻣﺪ. ﺑﺮاي ﺟﻤﻊ آوري داده ﻫﺎي ﺗﺤﻘﻴﻖ از ﭘﺮﺳﺸﻨﺎﻣﻪ اﺳﺘﻔﺎده ﮔﺮدﻳﺪ. ﭘﺮﺳﺸﻨﺎﻣﻪ داراي دو ﺑﺨﺶ ﺑﻮد. ﺑﺨﺶ اول ﺑﺮرﺳﻲ وﻳﮋﮔﻲ ﻫﺎي ﺟﻤﻌﻴﺖ ﺷﻨﺎﺧﺘﻲ اﻓﺮاد ﻛﻪ ﺷﺎﻣﻞ 4 ﺳﻮال ﺑﻮده، ﺑﺨﺶ دوم ﺳﻮاﻻت ﺗﺨﺼﺼﻲ ﻛﻪ ﺷﺎﻣﻞ 27 ﺳﻮال ﺗﺨﺼﺼﻲ ﺑﻮد. رواﻳﻲ ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﺎ اﺳﺘﻔﺎده از ﺳﻨﺠﺶ رواﻳﻲ ﻣﺤﺘﻮا ﺑﺎ اﺳﺘﻔﺎده از ﻧﻈﺮ 12 ﺗﻦ از ﺧﺒﺮﮔﺎن ﺑﺎﻧﻚ ﻣﻮرد ﺗﺎﻳﻴﺪ ﻗﺮار ﮔﺮﻓﺖ و ﺑﺮاي ﺳﻨﺠﺶ ﭘﺎﻳﺎﻳﻲ از روش ﺳﻨﺠﺶ ﭘﺎﻳﺎﻳﻲ ﻫﻤﺴﺎﻧﻲ دروﻧﻲ اﺳﺘﻔﺎده ﺷﺪ. ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﻴﻦ ﻧﻤﻮﻧﻪ اي از 25 ﻧﻔﺮ از ﻛﺎرﻛﻨﺎن ﺑﺎﻧﻚ ﺗﻮزﻳﻊ ﮔﺮدﻳﺪ و ﺿﺮﻳﺐ آﻟﻔﺎي ﻛﺮوﻧﺒﺎخ ﻣﺤﺎﺳﺒﻪ ﺷﺪ ﻛﻪ ﭘﺎﻳﺎﻳﻲ ﻛﻞ ﭘﺮﺳﺸﻨﺎﻣﻪ 0/801 ﺑﺪﺳﺖ آﻣﺪ. ﺳﭙﺲ ﺗﻌﺪاد 220 ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﻴﻦ ﻛﺎرﻛﻨﺎن ﺗﻮزﻳﻊ ﮔﺮدﻳﺪ ﻛﻪ ﺗﻌﺪاد 196 ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﺎزﮔﺸﺖ داده ﺷﺪ و ﻣﻮرد ﺗﺠﺰﻳﻪ و ﺗﺤﻠﻴﻞ ﻗﺮار ﮔﺮﻓﺖ. ﺗﻮﺻﻴﻒ و ﺗﺤﻠﻴﻞ داده ﻫﺎي ﺟﻤﻊ آوري ﺷﺪه ﺑﺎ روش آﻣﺎري ﺗﻮﺻﻴﻔﻲ )ﻓﺮاواﻧﻲ، ﻣﻴﺎﻧﮕﻴﻦ، اﻧﺤﺮاف اﺳﺘﺎﻧﺪارد( و اﺳﺘﻨﺒﺎﻃﻲ ﻣﻌﺎدﻻت ﺳﺎﺧﺘﺎري( اﻧﺠﺎم ﮔﺮﻓﺖ. ﻧﺘﺎﻳﺞ ﺗﺤﻘﻴﻖ ﻧﺸﺎن داد ﻛﻪ ﻣﻮاﻧﻊ ﻣﺤﻴﻄﻲ، ﺳﺎزﻣﺎﻧﻲ، ﻣﺪﻳﺮﻳﺘﻲ، ﻓﺮدي و ﺗﻜﻨﻮﻟﻮژي ﺟﺰء ﻣﻮاﻧﻊ اﺟﺮاي ﻣﺎده 36 ﻗﺎﻧﻮن ﻣﺪﻳﺮﻳﺖ ﺧﺪﻣﺎت ﻛﺸﻮري در ﺑﺎﻧﻚ ﻣﻠﻲ اﻳﺮان ﻣﻲ ﺑﺎﺷﻨﺪ.
چكيده لاتين :
In this research to identify barriers to the implementation of Article 36 of the Law on the National Bank in connection with the reform of the civil service management business processes were discussed. The purpose of the research and descriptive correlational. The population of all administrative employees of the National Bank of Qazvin province were employed and that their number totaling 400 persons. The population using simple random sampling method for sampling and sample size of 196 was calculated. A questionnaire was used to collect research data. The questionnaire has two parts. The first part reviews the demographic characteristics of individuals which includes four questions, the second part of which contains 27 specific questions were specific questions. The validity of using content validity was approved for 12 tons of banking experts and internal consistency reliability was used to assess the reliability of the assay. The questionnaire was distributed among a sample of 25 employees of the Bank and the reliability of the questionnaire Cronbach's alpha coefficient was 801/0. Then, 220 questionnaires were distributed among employees that analyzed 196 questionnaires were returned and analyzed. Analyzing the data collected, using descriptive statistics (frequency, mean, standard deviation) and inferential statistics (SEM) was performed. The results showed that environmental barriers, organizational, managerial, interpersonal and technical obstacles to the implementation of Article 36 of the Law on Civil Service Management at National Bank of Iran.
