ارائه الگويي نوين براي سنجش دموكراسي با توجه به انتقادات وارد بر الگوهاي موجود

A New Model for Measuring of Democracy, According to Critiques on Current Models

سؤال اصلي در اين مقاله اين است كه آيا مي توان الگوي نويني را براي سنجش دموكراسي ارائه داد. با توجه به ماهيت مساله مورد مطالعه، تشخيص داده شد كه با روش توصيفي-تحليلي، بهتر مي توان به سؤالات تحقيق پاسخ گفت و از داده هاي متنوع تري اعم از كمي و كيفي در جهت انجام تحقيق استفاده كرد. بنابراين از روش اسنادي براي كسب اطلاعات، استفاده شد. الگوي نوين محققان از پشتوانه ي نظري برخوردار بوده و با توجه به روند ارائه الگوي سنجش از ديدگاه «مانك» و «وركولين»، سه گام مفهوم سازي، سنجش و جمع نمره را پشت سر نهاده است. در قسمت مفهوم سازي و سنجش، محققان پنج شاخص را مورد استفاده قرار مي دهند كه عبارتند از انتخابات، مشاركت سياسي، آزادي-هاي سياسي و مدني، حاكميت قانون و رفاه اقتصادي. در گام جمع نمره، محققان دو رويكرد داده محور و كارشناس محور را پيشنهاد مي دهند كه با توجه به نمره بارهاي عاملي در رگرسيون چندگانه به دست مي آيد. نمرات نهايي دموكراسي در الگوي نوين محققان بر اساس قاعده مجموع وزني به دست مي آيد.

Democracy has been defined and measured in various ways. There is no consensus on how to measure democracy, definitions of democracy are contested and there is an ongoing lively debate on the subject. In this thesis we identify the current measuring model of democracy and address the strengths and weaknesses of the main available measures of political regime and extend a new model. We argue that existing measures of democracy are not interchangeable and that the choice of measure should be guided by its theoretical and empirical underpinnings. The method in this thesis is documentary studies. We use all related documents and fallow three steps: description, analysis and critique, proposition. Munck and Verkuilen design a framework for measuring democracy. The framework first distinguishes among three challenges that are sequentially addressed: conceptualization, measurement, and aggregation, In conceptualization, author's model is based on five categories: election, political participation, civil and political freedom, rule of law and economical welfare. The five categories are interrelated and form a coherent conceptual whole. In measurement and aggregation, author proposes two approaches: data oriented and expert oriented. They need to calculation of factor loading by multiple regressions. Finally, we use weight sum and calculate democracy scores in different countries.
