نظام بين المللي كه از قرن 16 جايگزين الگوي قدرت هاي منطقه اي شده است هرگز از ثبات و استمرار برخوردار نبوده و در طول تاريخ هميشه در معرض تغيير و دگرگوني بوده است كه مهمترين تغيير آن در قرن بيستم صورت گرفته و به شكل هاي چند قطبي، دو قطبي و تك قطبي ظاهر شده است. فروپاشي شوروي، آغازي بود بر ادعاي نظريه پردازان نظام تك قطبي كه ليبرال سرمايه داري را پايان تاريخ لقب داده و تاكيد مي كردند جهان تازه اي كه ايالات متحده ابرقدرت آن است، رقيبي نداشته و در دوران ضعف ماركسيسم و فروپاشي نماد سياسي كمونيسم، تسلط گفتماني ليبرال سرمايه داري، سلطه نظامي، فرهنگي، سياسي، اقتصادي و اجتماعي كاخ سفيد را گريزناپذير خواهد كرد. اين ادعا اگرچه براي دهه آخر قرن بيستم كه ايالات متحده در آن از قدرت بي نظيري برخوردار بوده، مي-تواند درست باشد اما با شروع قرن بيست و يكم كه با حوادث مهم 11 سپتامبر آغاز گرديد، بتدريج ماهيت هميشگي نظام بين الملل يعني تغيير و دگرگوني نمايان شد و ثابت گرديد كه اين الگو از نظام بين الملل نيز دائمي نبوده و الگوي ديگري كه همان نظام چند قطبي است در حال شكل گرفتن است.

The International system that from 16th century has been replaced the pattern of regional powers did not have the stability and continuity. an‎d throughout the history have always been changed. The most important changes happened in the Twentieth Century. Those changes appeared in the form of a multipolar, bipolar and unipolar system. After the collapse of the Soviet unio‎n some claimed the post-Cold war international system is unipolar. an‎d based on this, they entitled capitalism as the end of history and emphasized that in the new world the United State is the sole superpower which has no rival. They believed that in the era of weakness of Marxism and collapse of communism the dominating discourse of liberal capitalism will inevitable military, cultural, political, economic and social domination of White House. Although this claim might be true for the last decade of the Twentieth Century, but with beginning the Twenty-first Century that started with the important events of September 11, 2001 gradually change and development that are the perennial nature of the international system were appeared and proved that the pattern of the international system is not permanent and another pattern that is the multipolar system is being created.
