Application of the Maturity Model of CMMI's Integrated Capability in Urban Management Organizations and Determining the Capability Level of Supply Chain of Product and Services Using the SCAMPI Evaluation Method

: مقاله حاضر با هدف ارتقا فرايند و بهبود گردش فعاليتهاي مالي و بر اساس يافته ها و نتايج يك بررسي ميداني از منطقه 10 شهرداري تهران تهيه شده است. باتوجه به آنكه بهبود فرايندها سبب افزايش مواردي مانند سرعت پاسخگويي به مشتري، افزايش كارايي، مديريت بهينه منابع مي­شود و به همين دليل سبب بهبود مديريت شهري ميگردد و همچنين از آنجا كه CMMI چارچوبي است كه تمركز اصلي اش بر بهبود فرايندها است بنابراين گزينه مناسبي جهت ارتقاي گردش فعاليتها به ويژه در حوزه مالي شهرداري ها مي­باشد روش پژوهش: نوع تحقيق كاربردي توسعه اي بوده است و روش جمع آوري اطلاعات بر مبناي تحقيقات كتابخانه اي و نيز ميداني با استفاده از پرسشنامه به روش دلفي بوده و به جهت تجزيه و تحليل داده ها از نرم افزار minitab استفاده شده است يافته‌ها:. در اين مقاله با توجه به ارزيابي صورت گرفته از طريق روش اسكمپي از بين معيارهاي منتخب سطح دو و سه قابليت، اين نتيجه حاصل گشت كه 5 ناحيه فرايند ارزيابي شده بيشترين تاثير را در گردش فرايند مالي داشته و سازمان بر اساس سطوح توانايي CMMI در سطح قابليت يك قراردارد. نتيجه گيري: نتايج تحقيق حاكي از آن است كه ارزيابي اسكمپي و اولويت­بندي اقدامات بهبود و پياده­سازي فعاليتهاي عام و خاص چارچوب بلوغ قابليت يكپارچه و راهكارهاي آن كه سبب ارتقا به يك سطح بالاتر ميگردد منجر به بهبود مديريت منابع، بهبود چرخه حيات و كنترل بهتر بر زمانبندي درسازمان هاي مديريت شهري مي­شود.

Introduction & Research Objective: The present article was conducted with the aim of improving the process and the flow of financial activities based on the findings and results of a field study from the 10th area of municipality of Tehran. Considering that improving processes will increase the number of cases, such as speed of responsivity to customers, efficiency improvement, effective management of resources, and therefore improve the urban management. Also due to the fact that CMMI is a framework that its main focus is on improving processes, so it is an appropriate option to boost the flow of activities, especially in the financial area of municipalities. Findings: In this paper, considering the conducted evaluation through Scoping method and with regard to selected criteria of the level two and three of capabilities, it was concluded that the five areas of the assessed process had the most impact on the flow of financial process and the organization based on the capability level of CMMI is at the first level of capability. Conclusion: The results of the research indicate that scoping evaluation and prioritization of improving measures and implementation of the general and specific activities of the maturity framework of integrated capability and its solutions, which cause upgrading to a higher level, lead to improved resource management, life cycle improvement and better control of the timing of the urban management system.
