راهبرد قدرت نرم آمريكا در مقابل جمهوري اسلامي ايران

America’ s Soft Power Strategy towards the Islamic Republic of Iran

يكي از مهمترين دستاوردهاي راهبردي كشورها در عرصه روابط بين الملل، قدرت مي باشد. قدرت نرم از دهه 1990 در جهت بهينه كردن سياست خارجي و به دليل كم هزينه بودن و مشروعيت آن نسبت به قدرت سخت به عنوان ابزاري براي كسب نتايج مطلوب مورد توجه كشورها قرار گرفت. قدرت سخت موكد قدرت زور و اجبار در قالب عوامل مادي و نظامي بود. آمريكا در دهۀ اول پيروزي انقلاب، تمام توان خود را از طريق قدرت سخت براي بر اندازي نظام جمهوري اسلامي ايران بكار گرفت. با شكست اقدامات آمريكا در بكارگيري قدرت سخت عليه ايران، سياست استفاده از قدرت نرم را اتخاذ كرد و رويكرد خود را از تحت فشار قرار دادن جمهوري اسلامي ايران تغيير داد. سوال اصلي پژوهش حاضر است اين كه «مولفه هاي قدرت نرم آمريكا عليه جمهوري اسلامي ايران چه بوده است؟» در راستاي پاسخ به سوال، اين فرضيه را مي­توان مطرح نمود كه رفتار سياسي آمريكا با توجه به گسترش قدرت، و ناكامي در اقدامات سخت افزاري دگرگون شد و از ابزارهايي مانند ديپلماسي و عوامل غير مادي براي نفوذ و تغيير نظام سياسي در قبال ايران اتخاذ كرد. روش تحقيق توصيفي- تحليلي است.

One of the most important strategic achievements of countries in international relations is power. Soft power became centre of attention of countries from the 1990s for the purpose of optimisation of foreign policy due to its low cost and its legitimacy towards hard power. Hard power stresses on the power of force in the form of material and military factors. In the first decade of the victory of the Islamic Revolution, the USA did all it could to overthrow the Islamic Republic system in Iran. With its failure in the use of hard power against Iran, America adopted the soft power and changed its approach to putting pressure on the IRI. This research intends to review the following question: “ what have America’ s soft power headings been against the IRI? ” The Hypothesis is that: “ America’ s approach changed the nature of power and replaced hard power, with soft power and with consideration of the expansion of soft power, changed following the failure of the hard approach, and adopted tools such as diplomacy and nonmaterial factors for influence and change the political system of Iran. The method of this research is descriptive-analytical. The data collection method is the library method.
