توسعه سياسي؛ بحران مشروعيت و كارآمدي در ايران و حكمراني خوب؟

Political Development; Iran Efficiency and Legitimacy Crisis’s and Good Governance

جمهوري اسلامي ايران به مثابه يكي از آخرين نظامهاي سياسي - ايدئولوژيك بازمانده از قرن بيستم برغم تفاوت با فضاي جديد حاكم بر عرصه­ ملي و بين­ المللي به حيات خود ادامه مي­دهد. بي­ شك ادامه اين روند مستلزم انطباق نظام با الزامات جديد جامعه جهاني ازجمله پارادايم توسعه سياسي است. اما با گذشت چهار دهه از عمر حكومت جمهوري اسلامي ايران به نظر مي ­رسد كه نظام با دو بحران عمده مشروعيت و كارآمدي مواجه است. اين بحران­ها موجوديت نظام را هدف قرار داده و به تدريج در حال قوام و تقويت مي ­باشند. با توجه به اين موضوع، سوال اصلي كه مطرح مي ­گردد اين است كه دلايل بروز بحران مشروعيت و بحران كارآمدي در نظام سياسي جمهوري اسلامي ايران كدامند؟ و راهكار خروج از اين بحران­ها چيست؟ فرضيه اصلي در پژوهش حاضر اين است كه جامعه ايران جامعه ­اي در حال گذار از سنت به مدرنيته است، چنين جوامعي براي پذيرش مدرنيته نيازمند به نوسازي و تغيير هستند. مقاومت نظام سياسي در برابر تغيير و رويارويي دولت با جامعه اصلي­ترين علت بروز بحران­هايي مانند مشروعيت و كارآمدي است، بهترين راهكار خروج از اين بن­ بست نيز كاربست حمكراني خوب است. براي تبيين بهتر موضوع پژوهش حاضر از نظريه بحرا­­ن­هاي توسعه سياسي لوسين پاي و تجميع اين بحران­ها ذيل دو عنوان كارآمدي و مشروعيت استفاده شده است. روش پژوهش تبييني- تحليلي است و داده ­ها از منابع كتابخانه ­اي جمع ­آوري شده­ اند.

Islamic Republic of Iran as one of the last political-ideological system in the 20th century is continuing to exist despite of its differences with the new dominant national and international environment. Without a doubt continuous of this procedure requires adoption of the system to the necessities of new world community such as political development paradigm. However, after four decades of life of Islamic republic of Iran, it seems that the system is countering two major crises of legitimacy and efficiency. These crises’ have targeted the existence of the system and gradually are strengthening. Accordingly, the main question of this research is that what are the reasons of the efficiency and legitimation crisis’s in the political system of Islamic Republic of Iran? an‎d what are the solutions? The hypothesis is that Iran’s society is transitional from tradition to modern society. Such a society requires change and renovation for accepting modernization. Resistance of the political system against change and the government encountering with the society are the main reasons of the efficiency and legitimation crisis’s. the best solution for the existing crisis is applying good governance. For analyzing the research subject Lucian Pye’s theory of political development crisis’s was utilized. The research method is analytical –explanatory and the data’s were collected through library resources
