بررسي آسيب ها و تهديدات بكارگيري كاركنان پليس افتخاري ناجا (مورد مطالعه ف.ا. ويژه شرق استان تهران )

Investigating the Hazards and Threats to Employee Honorary Police Officers (Studied specially for east of Tehran province)

زمينه پژوهش: هدف كلي اين تحقيق بررسي آسيب‌ها و تهديدات بكارگيري كاركنان پليس افتخاري ناجا مي‌باشد. با توجه به گستردگي مأموريت‌هاي محوّله ناجا، كليّه كاركنان به خصوص كاركنان پليسهاي تخصصي و كوپ ها درمعرض آسيب‌ها وتهديدات فراوان قرار دارند. به طبع ارتباط افراد بيروني بخصوص اعضاء پليس افتخاري نيز خارج از امر نمي‌باشد و بسياري از اين افراد با انگيزه خاصي اقدام به همكاري با ناجا مي‌نمايند كه در اغلب موارد انگيزه استخدام در ناجا، سوء استفاده از ارتباط با مأمورين و ناجا جهت منافع مادي و معنوي و ... مي‌باشد. در اين پژوهش آسيب پذيري و تهديدات بكارگيري كاركنان پليس افتخاري ف.1. ويژه شرق استان تهران تحليل گرديده است. روش تحقيق: اين پژوهش از نظر هدف كاربردي و از نظر روش توصيفي، تحليلي با رويكرد پيمايشي در سال 1397 مي‌باشد. براي گردآوري اطلاعات از دو روش كتابخانه‌اي و ميداني استفاده شده است. نتايج حاصله و پيشنهادها: تعداد زيادي از اعضاء پليس افتخاري كه توسط كوپ ها و پليس‌هاي تخصصي شناسايي، معرفي و بكارگيري شده‌اند عمدتاً خانم‌ها بوده كه شرايط، قاعده و مقررات خاصي در پذيرش آنها اعمال نشده و برخي از آقايان نيز شرايط لازم عملياتي را نداشته و هدف آنها از جذب استخدام و اخذ حقوق و يا سوء استفاده از ناجا مي‌باشد و بدون هرگونه آموزشي در عملياتهاي انتظامي بكارگيري مي‌گردند. اكثر متقاضيان پليس افتخاري معرفي شده افراد كم سن و سال، جوان بوده و فاقد تجربه حداقلي در چگونگي مراوده با شهروندان مي‌باشند و حتي هيچگونه شناختي نسبت به شرح وظايف ناجا نيز ندارند و در انجام مأموريت‌هاي كه يگانها داراي كمبود نيرو مي‌باشد يا نياز به تأييديه صلاحيتي و حفاظتي مي‌باشد استفاده مي‌گردند كه احتمال بروز هرگونه تخلف و شكست حفاظتي متصور مي‌باشد. در اين تحقيق مهمترين پيشنهادها، كنترل جدي و بازدارنده مديران و فرماندهان در نحوه بكارگيري، و برخورد قاطع و به موقع با كاركنان متخلف، عدم دخالت‌كاركنان پليس افتخاري در امورات اجرايي و عملياتي مي‌باشد.

Research field: The overall purpose of this study is to investigate the damage and threats of recruiting honorary police officers at NAJA. Due to the extensive missions of the NAJA, all staff, especially staff of specialized police and coupons, are at high risk. Due to the relationship of external people, especially honorary police members, they are not out of the question, and many of these people are working with NGOs with a particular motive, which in many cases recruitment in Naja, misuse of communication with agents and NGOs for moral gain is the motive. In this study, the vulnerability and threats of the use of honorary police personnel specifically, the east of Tehran province has been analyzed. Research method: This research is an applied and descriptiveanalytical method with a survey approach in 7931. Library and field method have been used to collect information. Results and suggestions: A large number of honorary police officers identified and introduced by professional coupons and police are mainly women, with no specific rulesand regulations in their recruitment, and some men have no operational requirements. Their goal is to to get the position for the salary or abuse NAJA without any training in law enforcement operations. Most prominent police applicants are young, lacking in minimal experience in communicating with citizens, and even have no cognitive function in relation to NAJA's tasks, and in missions where units have a shortage of force or require qualification approval and protective equipment that is likely to cause any defect and defective protection. In this research, the most important suggestions are, the serious and deterrent control of managers and commanders in the way of using and decisively and timely handling of offenders, the lack of involvement of police officers in the executive and operational affairs.
