بررسي راهبردهاي ارتقاي امنيت اجتماعي گردشگران در شهرهاي گردشگرپذير: نمونه موردي شهرگردشگري گرمي (مغان)

1.Strategies to promote tourist social security in Tourist_friendly cities. Case study of the touristy city of Garmi(Moghan)

امروزه امنيت به­ عنوان مهمترين و زيربنايي ­ترين اصل در تدوين استراتژي توسعه گردشگري به ­شمار مي­آيد. توسعه صنعت گردشگري دره رجامعه ­اي نشان ازثبات امنيت درآن جامعه است وزماني گردشگري در يك كشور رونق مي ­يابد كه توجه به تأمين امنيت گردشگران بيشترشده باشد. موضوع امنيت نه‌تنها براي جامعه، بلكه براي گردشگران نيز حائز اهميت است و احساس امنيت، نيازي اساسي در تمامي حوزه‌هاي فعاليت بشر ازجمله گردشگري به شمار مي‌رود. همچنين يكي از مهم‌ترين ابعاد امنيت كه بيشتر مورد توجه قرارگرفته و باعث شده است برنامه‌هاي مدوني از سوي نهادهاي حكومتي براي برقراري آن اتخاذ شود، امنيت اجتماعي است. بر اين اساس در سال­هاي اخير مطالعات زيادي در ارتباط با امنيت بخصوص امنيت اجتماعي و اثر آن بر صنعت گردشگري صورت گرفته است. پژوهش حاضر نيز در اين راستا به بررسي راهبردهاي ارتقاي امنيت اجتماعي گردشگران در شهرهاي گردشگرپذير: نمونه موردي شهرگردشگري گرمي (مغان) پرداخته است. بدين منظور براي دستيابي به نقاط قوت و ضعف، فرصت ها و تهديدات فراروي امنيت اجتماعي گردشگران در شهرهاي گردشگرپذير از تكنيك تلفيقي سوات و تحليل سلسله مراتبي با در نظر گرفتن 30 نفر از خبرگان و كارشناسان حوزه گردشگري و امنيت استفاده گرديد. پرسشنامه سوات و همچنين پرسشنامه مقايسه زوجي به عنوان ابزار گردآوري اطلاعات در نظر گرفته شد. بررسي ها و نتايج تحليل ها نشان داد كه امنيت اجتماعي گردشگران داراي نقاط قوت و فرصت­ بيشتري بوده و راهبردهاي توسعه اي و تهاجمي در بخش امنيت اجتماعي گردشگرانكه شامل موارد رصد و پايش تاثيرات فرهنگي گردشگران ورودي، افزايش هماهنگي ميان سازمان­ها و ادارت موثر بر امنيت اجتماعي گردشگران، آگاهي بخشي به گردشگران ورودي از باورها و اعتقادات ساكنان و ايجاد بخش پليس گردشگري در مراكز انتظامي شهر و شهرستان است، انتخاب گرديد.

Nowadays, security is considered as the most important and fundamental principle in formulating the strategy of tourism development. Tourism industry development in each society indicates the security stability in that area. Tourism will be enhanced in a country if more attention be paid to supply tourist's securities. The topic of security is important not only for society but also for tourists. The sence of security is considered as a basic need in all areas of human activity such as tourism. Moreover one of the most important dimensions of security which has been considered more and caused many programs being applied by governmental institutions to establish it, is social security. Accordingly, during the recent years various studies have been conducted about securityespecially social security and it's effects on tourism industry. The present research investigated strategies to promote tourist social security in Tourist_friendly cities : case study of Garmi(Moghan). In order to achieve the strengths and weaknesses points, opportunities and threats facing the social security of tourists in Tourist_friendly cities, Souate integrative technique and hierarchical analysis were used by involving 30 experts and elites in the field of tourism and security. Souate questionnaire and also the questionnaire of couple's comparison were applied as the tools to collect data. The results from analyses showed that tourist's social security had more opportunities and strengths. The developmental strategies for tourists social security include monitoring harmful cultural effects of entering tourists, increasing the coordination between organizations and agencies effective in tourist's social security, informing the new entering tourists about habitat's beliefs and creating tourism police section in the disciplinary centers of cities
