In the process of planning, supervision and evaluation are important and sensitive tasks. The underlying reasons arc on one hand, gathering the necessary information iii a feed-hack procedure and on the other hand, revealing the implementation weaknesses, recognizing the undedicated problems of planning procedure and helping to find the right solutions.
In this way, the management transforms not only to a dynamic and responsible management, but also face new challenges that guides it through the management of change" which leads to efficiency and fruitfulness. Unfortunately, these courses, in most cases, would he forgotten or go under shadow during providing and executing schedules. However, it should be admitted that planning without evaluation is not complete. Hence, it is necessary that plans be under scrutiny of detailed and overall evaluation.
Plans will only increase our real knowledge and assist us in successful implementation and allocations, if being precisely and continuously evaluated. We can justify the work of planning only when we had evaluated the previous ones and showed the necessity ofʹ continuing them and demonstrated their effectiveness with sufficient reasons. To achieve the organizational aims of Iranʹs Commercial Provincial General Bureaus plans, a questionnaire is designed to find out first, how much the planning activities of such bureaus have been materialized and second, what problems and barriers were on their way.
Ultimately, AHP technique has been used to find scientific answers based upon planning procedures for the said questions, and evaluate Commercial Provincial General Bureauʹs weaknesses and strengths.
