در آستانه ورود به چهل سالگي انقلاب رهبر معظم انقلاب در پاسخ به اين پرسش كه چگونه مي‌توانيم قدرشناس انقلاب باشيم بيانيه گام دوم صادر فرمودند.ايشان در اين بيانيه مسير طي شده و مسير پيش رو را در يك نقشه راه روشن در اختيار ملت ايران قرار دادند. در اين بيانيه رهبر عزيز خود باوري را مد نظر قرار دادند. شرايطي درست در نقطه مقابل تحقير تاريخي ملت ايران. اين بيانيه داراي بعد تربيتي و آسيب شناسانه و هم داراي ويژگي جهادي و حماسي است. اين جامعيت را در اين منشور استوار مي‌توانيد مشاهده كنيد. زيبايي روايي اين بيانيه قابل توجه است. واژه‌هاي خوش ساز، تركيب‌هاي بديع، متني متين، عميق، روان، فشرده و خلاصه را به عنوان نقشه راه ملت ايران در دسترس ملت ايران قرار دادند.ويژگي بعدي اين بيانيه نوراني يك روايت خلاقانه نوآورانه و بديع از انقلاب اسلامي است. آن تبيين فوق‌العاده و دليرانه يك روايت به روز و پيش برنده فعال مستند و باورپذير در اختيار ملت عزيز ما و جوانان ما استدر عين حال آرمانگرا و مسئوليت آفرين است.مسئله انتقال هوشمندانه ميراث انقلاب به نسلي است كه دارد از راه مي‌رسد؛ اين نقطه چالشي همه انقلاب‌ها است.

on the eve of the 40th anniversary of the Revolution, the Supreme Leader of the Revolution issued a second step in answering the question of how we can be grateful for the revolution. In this statement, he went the route and provided the Iranian nation with a clear road map. The statement addressed the beloved leader's self-belief. A precondition for the historical humiliation of the Iranian nation. This statement has both an educational and pathological dimension and also a jihadi and epic character.
