پيشرفت و توسعه هر كشوري در همه ابعاد فردي، سازماني وا جتماعي مستلزم داشتن الگويي متناسب با مباني فلسفي و نظام اعتقادي خاص همان كشور است. ابلاغ بيانيۀ گام دوم توسط مقام معظم رهبري(مدظله العالي) نقطه عطفي براي تمامي نهادها جهت ترسيم نقشه راه پيشرفت و توسعه مي‌باشد. نيروي انتظامي جمهوري اسلامي ايران؛ به عنوان يك نهاد امنيتي و انتظامي در نوك پيكان ترسيم نقشه راه پيشرفت قرار مي‌گيرد. هيچ كشوري بدون عدالت و امنيت و نظم نمي‌تواند مسير پيشرفت را سپري نمايد. در بيانيه گام دوم هم مقام معظم رهبري(مدظله العالي) بارها به بحث عدالت و امنيت اشاره فرمودند. تمامي اين مولفه ها با هدايت و راهبري ناجا قابل تحقق است.در همين راستا، در اين مقاله با روش مطالعه اسنادي و كتابخانه اي، ضمن اشاره به جايگاه الگوي پيشرفت به نقش و جايگاه جامعه اسلامي در بيانيه گام دوم ا نقلاب اسلامي و نقش ناجا در تحقق آن و ايجاد نظم و امنيت پرداخته مي‌شود. در نهايت در اين مقاله به ارائه يك مدل مفهومي از نقش ناجا در ترسيم تمدن اسلامي پرداخته شده كه مي‌تواند ابزاري براي محك زدن اين سازمان قرار بگيرد.
