بررسي نقش آموزش حقوق متقابل شهروندان و پليس در كنترل و افزايش نظم عمومي

Investigating the Role of Citizens' mutual rights and Police Education on Controlling and Increasing Public Order

پليس به‌عنوان مهم‌ترين نيرويي كه حفـظ امنيـت داخلـي را بـر عهـده دارد، در راستاي تأمين حقوق شهروندان، ناگزير از انجام كارهـايي اسـت، شهروندان نيز به‌عنوان سرمايه‌هاي اجتماعي ملزم به رعايت حقوق متقابل و انجام تعاملات گسترده اجتماعي با پليس مي‌باشند. براي يافتن راهكاري براي برون‌رفت از چالش‌ها و تعارضات درونـي وظـايف پليس با حقوق شهروندي و بالعكس، بررسي­ هاي عميق و آموزش هدفمند حقوق شهروندي بايسته و شايسته است. ارائه آموزش ­هاي لازم براي روشن شدن اذهان عمومي نسبت به حقوق شهروندي و چگونگي صيانت آن توسط پليس، برخي برداشت­هاي نادرست را از ميان‌بر مي‌دارد. لذا در اين نوشتار، بايسته‌هاي آموزشي حقوق متقابل شهروندان و پليس مورد تحليل و بررسي قرار مي‌گيرد. اين مقاله مفهوم و مباني حقوق شهروندي را تبيين نموده و به بررسي نقش كليدي آموزش در اين فرآيند مي‌پردازد و درنهايت راه ­هاي برون‌رفت از چالش‌هاي آموزش حقوق متقابل شهروندان و پليس بررسي مي‌گردد. از ديدگاه روش‌شناسي اين پژوهش به روش توصيفي – تحليلي انجام‌شده است . يافته‌هاي پژوهش نشان مي‌دهد كه اهتمام به آموزش حقوق شهروندي براي نيروي پليس و شهروندان در پيش‌گيري يا كاهش برداشت‌هاي نادرست مؤثر است. شهروندان و نيروي پليس بايد از مقررات مربوط به حقوق شهروندان آگاه شوند و اين امر ميسر نمي‌شود مگر درصورتي‌كه آموزش نسبتاً كاملي از سوي مسئولين امر به مردم و نيروي پليس داده شود .پليس نيز بداند كه مرز حقوق حمايت‌شده شهروندان كدام است تا درنتيجه، حريم حقوق شهروندان همچنان ايمن بماند.

The purpose of this study is to investigate the role and position of Citizens' mutual rights and Police educations on enhancing the interaction and participation of people with the police as social capital.The police, as the most important force in charge of internal security, in order to secure the rights of citizens, must inevitably do something that is wrongly termed, also called freedom or security or other civil rights, as citizens. They are required to respect reciprocal rights and engage in broader social interaction with the police.In order to find a way out of the challenges and conflicts within police duties with citizenship rights and vice versa, in-depth surveys and targeted citizenship training are appropriate and appropriate. From this perspective, the efficiency of the police depends on educating citizens about the components of this force and the general public. Providing the necessary training to clear the publics' minds about citizenship rights and how the police are protecting it eliminates some of the misconceptions. Training citizens 'respected rights in the police also avoid the components of the security force attacking citizens' rights so that the police can be more effective in securing citizenship.Therefore, in this article, the educational needs of the mutual rights of citizens and the police are analyzed. This article explores the concept and foundations of citizenship law and examines the key role of education in this process, and finally explores ways to overcome the challenges of citizenship and police mutual education. From the methodological point of view, this research is a descriptive-analytical one.Research findings show that one of the most important citizenship rights is education which is divided into public education and citizenship education. Attempting to educate citizenship rights for police and citizens is effective in preventing or reducing misconceptions. Citizens and the police should be aware of the rules on citizen rights and this will not be possible unless relatively thorough training is given to the people and the police. People do not violate their citizenship rights and duties. The police will also know what the boundaries of citizens' protected rights are so that citizens' privacy will remain secure.
