چكيده فارسي :
زمينه و هدف: امنيت دائمي ترين و فراگيرترين نياز و خواست بشري است كه استقرار پايدار آن مستلزم تحقق فرآيندهاي به هم پيوسته در ابعاد و سطوح مختلف مي باشد . بنابراين، تحقق امنيتي كه همه شهروندان بتوانند در آن بدون دغدغه فعاليت هاي اجتماعي و اقتصادي خود را دنبال نمايند از فاكتورهاي قدرت هر كشور در راستاي سياست ها و اهداف داخلي، اهرم مهم سياست حسن همجواري و عامل بهبود موقعيت كشور در نظام بين المللي محسوب مي گردد. از طرفي امنيت در مناطقي كه از توسعه يافتگي پايين تري برخوردارند ، از اهميت قابل ملاحظه اي برخوردار است . زيرا در روند توليد ناامني در اين نواحي ، شرايط بسياري دخيل بوده كه هر كدام داراي پيچيدگي هاي خاص خود مي باشند . عموماً نظريه هاي مطرح در حوزه امنيت كشورهاي جهان سوم ، به اين نكته اشاره دارد كه نقش شرايط فرهنگي، انساني، جغرافيايي، اقتصادي، زيست محيطي و ... بسيار برجسته تر از مناطق و كشورهاي توسعه يافته مي باشد .روش پژوهش از نوع توصيفي- تحليلي و ابزارگردآوري اطلاعات مطالعه نظريه هاي علمي ومرتبط با امنيتي و توسعه اي بوده است.
يافته ها ونتيجه گيري: توليد،توزيع و استقرار امنيت پايدار در استان سيستان و بلوچستان روندي فرابخشي داشته و اين استان با دارا بودن بيش از 1500 كيلومتر مرز زميني و دريايي با كشورهاي ديگر به ويژه افغانستان و پاكستان در معرض حوزه هاي متعدد ژئوپليتيك بيروني قرار دارد و تهديداتي همچون مهاجرت هاي غير قانوني، قاچاق مواد مخدر و سلاح و مهمات غير مجاز، جرايم سازمان يافته، قاچاق كالا و سوخت ، تهديدات امنيتي و... امنيت آن را به مخاطره انداخته است. بنابراين استقرار وتوسعه امنيت پايدار نمي تواند اقدامي يك وجهي بوده و صرفاً با اقدامات نهادهاي امنيتي به سرانجام برسد . اين موضوع نياز به حضور فعال و مؤثر كليه دستگاه هاي دولتي و غير دولتي ، عزم جدي مردم و مسئولين و حتي انجام اقدامات در سطح ديپلماتيك دارد.

Background and Purpose: Security is the most permanent and pervasive human need and desire, the sustainable establishment of which requires the realization of interconnected processes in different dimensions and levels. Therefore, the realization of security in which all citizens can pursue their social and economic activities without worries is one of the factors of each country's power in line with domestic policies and goals, an important lever of good neighborly policy and a factor in improving the country's position in the international system. On the other hand, security is of considerable importance in areas with lower development. Because in the process of producing insecurity in these areas, many conditions have been involved, each of which has its own complexities. In general, theories in the field of security in third world countries point out that the role of cultural, human, geographical, economic, environmental, etc. conditions is much more prominent than developed regions and countries.The research method was descriptive-analytical and instrumental data collection was the study of scientific theories related to security and development.
Findings and Conclusions: Production, Distribution and Sustainable Security in Sistan and Baluchestan Province has been a multifaceted process and this province with more than 1500 km of land and sea borders with other countries, especially Afghanistan and Pakistan, is exposed to various external geopolitical areas. Threats such as illegal immigration, drug trafficking and illegal weapons and ammunition, organized crime, smuggling of goods and fuel, security threats, etc. have jeopardized its security. Therefore, the establishment and development of sustainable security cannot be a one-sided action and can only be achieved through the actions of security agencies. This issue requires the active and effective presence of all governmental and non-governmental organizations, the serious determination of the people and officials, and even the implementation of actions at the diplomatic level.
